【摘要】：近年來,隨著我國各級政府購買公共服務(wù)以及推動社會工作發(fā)展的政策出臺,在社會福利領(lǐng)域運用"公私協(xié)力"模式引入社會工作專業(yè)已成共識。本文結(jié)合廣東省16市25家公辦福利機構(gòu)的實證調(diào)研,指出引入社會工作服務(wù)有六種不同方式:項目式購買社工服務(wù)、項目式購買督導(dǎo)服務(wù)、崗位式購買社工服務(wù)、內(nèi)部轉(zhuǎn)(設(shè))崗與項目購買式相結(jié)合共同提供社工服務(wù)、虛擬式社工項目購買、純內(nèi)生式社工服務(wù)模式。在對比基礎(chǔ)上,研究探討各種方式中"公私協(xié)力"的普及現(xiàn)狀、公辦福利機構(gòu)引入社工服務(wù)的選擇偏好以及社工服務(wù)成效的影響因素。最后,本文提出三對策:財政預(yù)算為主、多元化渠道拓寬資金來源;采取"外引+內(nèi)生"向"內(nèi)生"式過渡的引入路徑;尊重社會工作服務(wù)專業(yè)與管理的獨立性。
[Abstract]:In recent years, with the policy of purchasing public services and promoting the development of social work, it has become a consensus to introduce the model of "public-private cooperation" into the field of social welfare.Based on the empirical investigation of 25 public welfare institutions in 16 cities of Guangdong Province, this paper points out that there are six different ways to introduce social work service: item purchase social work service, project purchase supervision service, post purchase social work service.The combination of internal transfer and project purchase provides social work service, virtual social work project purchase and pure endogenous social work service mode.On the basis of comparison, the present situation of popularization of "public-private cooperation" in various ways, the choice preference of introducing social work service into public welfare institutions and the influencing factors of social work service effectiveness are discussed.Finally, this paper puts forward three countermeasures: financial budget as the main, diversified channels to broaden the source of funds; take the "exogenous endogenous" to "endogenous" transition to the introduction of the path; respect for the independence of social work service professional and management.
