【摘要】：提出一種科技評價構想,將評議人與被評議人之間的關系分析識別,并根據(jù)緊密程度予以合理量化,同時根據(jù)不同的評審要求,設置評審閾值。評審專家的遴選是參照量化后的社會關系賦值以及不同的評審閾值。在評審中,將量化后的社會關系回避處理,或者予以不同的權重設置,與評議人的評議結果相結合,從而使評議結果更具有公信力。
[Abstract]:This paper proposes a concept of scientific and technological evaluation, which analyzes and identifies the relationship between the reviewer and the reviewer, and quantifies it reasonably according to the degree of closeness, at the same time, according to the different evaluation requirements, Setting the evaluation threshold. The selection of the evaluation expert is based on the quantized social relationship assignment and the different evaluation threshold.
