【摘要】：為了破解抽樣調(diào)查和普查面臨的費(fèi)用不斷攀升、無(wú)回答率持續(xù)升高、調(diào)查效率和數(shù)據(jù)質(zhì)量越來(lái)越低、難以滿足社會(huì)日益增長(zhǎng)的需要等難題,本文提出將基于行政記錄的名錄庫(kù)調(diào)查作為我國(guó)官方統(tǒng)計(jì)調(diào)查的新思路,介紹了目前世界主要先進(jìn)國(guó)家使用行政記錄進(jìn)行統(tǒng)計(jì)調(diào)查的基本情況,討論了建立名錄庫(kù)調(diào)查的理論和方法,與傳統(tǒng)的普查以及抽樣調(diào)查方法進(jìn)行比較,總結(jié)了名錄庫(kù)調(diào)查在統(tǒng)計(jì)工作中的重要作用,最后提出深化我國(guó)政府統(tǒng)計(jì)改革的若干建議。
[Abstract]:In order to solve the problems such as the rising cost of sample surveys and censuses, the rising rate of unanswered questions, the growing efficiency and data quality of surveys, and the difficulties of meeting the growing needs of society, This paper puts forward a new idea of using the administrative record based directory database survey as the official statistical survey in China, and introduces the basic situation of the main advanced countries in the world using the administrative record to carry on the statistical investigation at present. This paper discusses the theory and method of establishing the inventory database, compares it with the traditional methods of census and sample survey, summarizes the important role of the inventory survey in the statistical work, and finally puts forward some suggestions for deepening the statistical reform of our government.
