【摘要】：從世界歷史發(fā)展的進(jìn)程來看,人類主要經(jīng)歷了農(nóng)業(yè)革命、工業(yè)革命和信息革命。每次革命都從不同方面對(duì)國家安全產(chǎn)生了各種影響。隨著信息技術(shù)的快速發(fā)展,人們?cè)谡J(rèn)識(shí)和改造世界方面能力大大提高,同時(shí)也賦予了國家政治安全更豐富的內(nèi)涵。美蘇冷戰(zhàn)之后,主權(quán)國家在綜合安全觀方面形成了共識(shí),但受全球化和信息化的影響,一些影響國家安全的新因素出現(xiàn),國家之間的矛盾沖突增多,形勢(shì)復(fù)雜多變,使得我國面臨的國際安全問題更加突出,國家安全環(huán)境更加嚴(yán)峻。西方國家憑借強(qiáng)大的綜合實(shí)力利用網(wǎng)絡(luò)輿情這一管理困難、突發(fā)性強(qiáng)的傳播工具大肆進(jìn)行輿論擴(kuò)張,在世界范圍內(nèi)宣揚(yáng)不利于我國的一些言論,歪曲歷史,捏造事實(shí),我國國家輿情管控能力受到了極大的挑戰(zhàn)。隨著經(jīng)濟(jì)全球化的發(fā)展,我國在越來越多地重視政治經(jīng)濟(jì)等傳統(tǒng)安全的同時(shí),也注意到了因國家間利益矛盾而產(chǎn)生的空前的網(wǎng)絡(luò)輿情對(duì)國家政治安全的影響,包括沖擊公民價(jià)值觀,侵蝕國家意識(shí)形態(tài),顛覆國家主權(quán)等威脅,并將其視為一個(gè)現(xiàn)實(shí)和重大的國家戰(zhàn)略問題。一般來說網(wǎng)絡(luò)輿情通過一些中介性事項(xiàng),比如經(jīng)濟(jì)、政治以及文化等國家發(fā)展的深層次問題表達(dá)出來,使得國家政治安全表現(xiàn)出更加復(fù)雜的特點(diǎn),輿情事件產(chǎn)生的連鎖反應(yīng)也愈加強(qiáng)烈。本文以網(wǎng)絡(luò)輿情對(duì)中國國家政治安全的影響及對(duì)策為主線,主要從以下幾方面進(jìn)行了闡釋和分析:首先對(duì)網(wǎng)絡(luò)輿情與國家政治安全的相關(guān)性進(jìn)行了分析,在借鑒中外學(xué)者已有成果基礎(chǔ)上,從“輿情”的類型、特點(diǎn)、生成原因和演變機(jī)制等方面,闡述了網(wǎng)絡(luò)輿情對(duì)國家政治安全的影響表現(xiàn)。其次,以國外的“茉莉花革命”和國內(nèi)的“疆獨(dú)”事件為輿情案例進(jìn)行分析,闡述其對(duì)政治安全構(gòu)成的威脅。第三主要分析網(wǎng)絡(luò)輿情對(duì)中國國家政治安全的影響,具體從網(wǎng)絡(luò)輿情對(duì)國家主權(quán)、意識(shí)形態(tài)、執(zhí)政黨執(zhí)政安全和政治制度的影響等方面進(jìn)行剖析。最后提出管理控制網(wǎng)絡(luò)輿情,增強(qiáng)國家政治安全的對(duì)策與思考。
[Abstract]:Judging from the development of world history, mankind has mainly experienced the agricultural revolution, the industrial revolution and the information revolution. Each revolution has had various effects on national security from different aspects. With the rapid development of information technology, People have greatly improved their ability to understand and transform the world, and at the same time have given a richer connotation to national political security. After the Cold War between the United States and the Soviet Union, the sovereign states reached a consensus on the concept of comprehensive security, but they were influenced by globalization and information technology. The emergence of some new factors affecting national security, the increasing number of contradictions and conflicts between countries and the complex and changeable situation have made the international security problems facing our country even more prominent. The national security environment is even more austere. Western countries, with their powerful comprehensive strength, make use of the management difficulties of network public opinion, make use of the sudden and strong means of communication to expand public opinion and propagate some remarks that are not conducive to our country in the world. By distorting history and fabricating facts, our national public opinion control ability has been greatly challenged. With the development of economic globalization, our country is paying more and more attention to traditional security, such as politics and economy, at the same time, Noting also the impact of unprecedented online public opinion on national political security resulting from contradictions of interests among States, including threats to the values of citizens, the erosion of national ideologies and the subversion of national sovereignty, And regard it as a realistic and important national strategic issue. Generally speaking, online public opinion is expressed through some intermediate issues, such as economic, political, cultural and other deep-seated issues of national development. It makes the national political security show more complex characteristics, and the chain reaction produced by the public opinion incident is becoming more and more intense. This paper takes the influence of network public opinion on China's national political security and its countermeasures as the main line. Mainly from the following aspects to explain and analyze: firstly, the correlation between network public opinion and national political security is analyzed, on the basis of drawing lessons from Chinese and foreign scholars, the types and characteristics of "public opinion" are analyzed. The causes and evolution mechanism of the formation of the network public opinion on the national political security performance. Secondly, taking the overseas "Jasmine Revolution" and the domestic "Xinjiang independence" as the public opinion case analysis. The third part mainly analyzes the influence of network public opinion on China's national political security, specifically from the perspective of network public opinion's influence on national sovereignty and ideology. This paper analyzes the security of ruling party and the influence of political system, and finally puts forward some countermeasures and thoughts on how to manage and control the network public opinion and strengthen the national political security.
