【摘要】：按照《中華人民共和國海島保護(hù)法》相關(guān)要求,國家建立了涵蓋海島生態(tài)保護(hù)、海島開發(fā)利用、海島人居環(huán)境、特殊用途海島保護(hù)和海島管理五方面內(nèi)容的《海島統(tǒng)計(jì)報表制度》。本文在研究總結(jié)制度試運(yùn)行實(shí)踐存在問題的基礎(chǔ)上,本著兼顧國家和地方需求、平衡數(shù)據(jù)需求和獲取能力、保障制度的標(biāo)準(zhǔn)化和延續(xù)性的原則開展制度修訂,共刪除指標(biāo)143個、修改指標(biāo)14個、增加指標(biāo)9個。經(jīng)修訂,海島生態(tài)保護(hù)和特殊用途海島保護(hù)類別的報表有所強(qiáng)化,海島開發(fā)利用和海島管理類別的報表總體被弱化,符合生態(tài)保護(hù)優(yōu)先的生態(tài)文明建設(shè)要求。基于對報表制度的業(yè)務(wù)需求分析,設(shè)計(jì)研發(fā)了海島統(tǒng)計(jì)數(shù)據(jù)填報平臺,在國家、省、市、縣四級節(jié)點(diǎn)穩(wěn)定運(yùn)行,實(shí)現(xiàn)海島統(tǒng)計(jì)數(shù)據(jù)全國聯(lián)網(wǎng)直報、處理分析和綜合管理�；诮y(tǒng)計(jì)調(diào)查數(shù)據(jù)制作的《海島統(tǒng)計(jì)調(diào)查公報》等產(chǎn)品為國家各級海洋管理部門實(shí)施科學(xué)有效的海島保護(hù)與管理提供基礎(chǔ)數(shù)據(jù)支撐。最后,針對海島統(tǒng)計(jì)報表制度下一步研究方向提出了幾點(diǎn)建議。
[Abstract]:In accordance with the relevant requirements of the Law on the Protection of Islands of the people's Republic of China, the State has established an environment covering the ecological protection of islands, the development and utilization of islands, and the living environment of islands. On the basis of studying and summarizing the problems existing in the practice of trial operation of the system, this paper takes into account the national and local needs. The principles of balancing data needs and access to ensure the standardization and continuity of the system were revised by deleting 143 indicators, modifying 14 indicators and adding 9 indicators. The report forms of island ecological protection and special purpose island protection have been strengthened, and the report forms of island development and utilization and island management have been weakened. According to the requirements of ecological civilization construction, based on the analysis of the business demand of the report system, the paper designs and develops the island statistical data filling and reporting platform, which runs steadily at the national, provincial, city and county level nodes. The realization of the island statistical data nationwide network direct report. Processing, analysis and integrated management. Products such as the island statistical survey bulletin based on statistical survey data provide basic data support for the national marine management departments at all levels to implement scientific and effective island protection and management. . Some suggestions are put forward for the next research direction of island statistic report system.
