【摘要】：家庭聯(lián)產(chǎn)承包責(zé)任制的實施,使農(nóng)民的勞動生產(chǎn)積極性和農(nóng)村的社會生產(chǎn)力都得到了極大的提高,農(nóng)村經(jīng)濟(jì)得到恢復(fù)發(fā)展。但是隨著經(jīng)濟(jì)社會的不斷發(fā)展,而且目前我國正處于城鎮(zhèn)化和工業(yè)化雙重加速發(fā)展的新階段,家庭聯(lián)產(chǎn)承包責(zé)任制的弊端已經(jīng)逐漸顯露且面臨著嚴(yán)峻的挑戰(zhàn)。所以這就需要對家庭聯(lián)產(chǎn)承包責(zé)任制進(jìn)行進(jìn)一步完善。實際中,農(nóng)戶擁有農(nóng)村土地的使用權(quán),是農(nóng)村土地流轉(zhuǎn)過程中重要的參與者,所以本文以農(nóng)戶作為主要研究對象。農(nóng)戶是否參與農(nóng)村土地流轉(zhuǎn)會受到來自各方面因素的共同影響,研究這些影響農(nóng)戶參與農(nóng)村土地流轉(zhuǎn)的因素,有利于促進(jìn)農(nóng)村土地流轉(zhuǎn)的實現(xiàn),從而促進(jìn)農(nóng)業(yè)現(xiàn)代化、工業(yè)化和城市化的發(fā)展,顯得十分迫切。本文一共分為6章,內(nèi)容安排如下:引言部分介紹選題背景及研究意義,本文的研究內(nèi)容、思路及方法等。然后對農(nóng)村土地、農(nóng)村土地流轉(zhuǎn)等相關(guān)概念進(jìn)行界定,并且簡單介紹了我國當(dāng)代農(nóng)村土地制度的演變。本文基于農(nóng)戶視角,選取郯城縣四個鄉(xiāng)鎮(zhèn)和街道的200戶農(nóng)戶作為調(diào)查對象,以產(chǎn)權(quán)理論、地租理論、制度變遷理論等理論為指導(dǎo),通過查閱相關(guān)資料、實地考察等方法獲得的實地數(shù)據(jù),分析該地區(qū)農(nóng)戶參與農(nóng)地流轉(zhuǎn)的現(xiàn)狀及存在問題,通過建立Logistic回歸模型,運(yùn)用spss軟件分別分析影響農(nóng)戶參與農(nóng)村土地轉(zhuǎn)出與轉(zhuǎn)入的主要因素,并提出加快郯城縣農(nóng)村土地流轉(zhuǎn)的思路和對策建議。研究結(jié)果表明,在選取的14個變量指標(biāo)中,顯著影響農(nóng)戶參與農(nóng)地轉(zhuǎn)出的因素主要有農(nóng)戶期望農(nóng)地流轉(zhuǎn)的年租金、家庭總收入、家庭現(xiàn)有耕地面積、農(nóng)戶期望農(nóng)地流轉(zhuǎn)的協(xié)議形式、距縣城距離、農(nóng)戶年齡、家庭總?cè)丝跀?shù)、農(nóng)戶受教育程度等8個;顯著影響農(nóng)戶參與農(nóng)地轉(zhuǎn)入的因素主要有非農(nóng)收入占家庭總收入比重、家庭現(xiàn)有耕地面積、農(nóng)戶期望農(nóng)地流轉(zhuǎn)的年租金、農(nóng)戶對相關(guān)法律法規(guī)的了解程度、家庭總收入、農(nóng)戶期望農(nóng)地流轉(zhuǎn)的協(xié)議形式、距縣城距離等7個。最后,針對郯城縣農(nóng)地流轉(zhuǎn)存在的問題,及在對實證分析總結(jié)的基礎(chǔ)上,提出研究區(qū)域農(nóng)村土地流轉(zhuǎn)相關(guān)對策建議以促進(jìn)農(nóng)村土地流轉(zhuǎn):加強(qiáng)農(nóng)村土地流轉(zhuǎn)相關(guān)政策宣傳,積極引導(dǎo)農(nóng)民轉(zhuǎn)變觀念;建立健全農(nóng)村社會保障制度,弱化土地對農(nóng)民的社會保障功能;完善農(nóng)村土地流轉(zhuǎn)相關(guān)政策,加強(qiáng)監(jiān)督管理;政府應(yīng)積極參與農(nóng)村土地流轉(zhuǎn),發(fā)揮引導(dǎo)作用;加快完善農(nóng)村土地流轉(zhuǎn)專業(yè)服務(wù)中介組織建設(shè)、增加非農(nóng)就業(yè)機(jī)會,促進(jìn)農(nóng)村勞動力轉(zhuǎn)移等對策建議。
[Abstract]:With the implementation of the household contract responsibility system, the farmers' enthusiasm for labor production and the social productive forces in the countryside have been greatly improved, and the rural economy has been restored and developed. However, with the development of economy and society, and at present our country is in a new stage of accelerating urbanization and industrialization, the malpractice of household contract responsibility system has been gradually revealed and faced with severe challenges. Therefore, this needs to further improve the household contract responsibility system. In fact, the farmers have the right to use rural land, which is an important participant in the process of rural land transfer, so this paper takes farmers as the main research object. Whether farmers participate in rural land circulation will be affected by various factors. The study of the factors that affect farmers' participation in rural land circulation is conducive to promoting the realization of rural land circulation and thus promoting agricultural modernization. The development of industrialization and urbanization, appear very urgent. This paper is divided into six chapters, the content is arranged as follows: the introduction introduces the background and significance of the topic, the research content, ideas and methods. Then it defines the concepts of rural land, rural land circulation and so on, and briefly introduces the evolution of the contemporary rural land system in China. Based on the perspective of farmers, this paper selects 200 peasant households in four towns and streets of Tancheng County as the object of investigation, guided by the theories of property rights, land rent, institutional change, and so on. Based on the field data obtained by field investigation, the present situation and existing problems of farmers' participation in rural land transfer in this area are analyzed. By establishing Logistic regression model and using spss software, the main factors that affect farmers' participation in rural land transfer and transfer are analyzed respectively. And put forward to accelerate Tancheng County rural land circulation ideas and countermeasures. The results show that among the 14 variables selected, the factors that significantly affect the farmers' participation in the conversion of agricultural land are the annual rent expected by the farmers, the total income of the households, and the existing cultivated land area of the households. The agreement form of farmers' expectation of farmland transfer, distance from county town, farmer's age, total family's number, farmer's education level, etc. The factors that significantly affect farmers' participation in farmland transfer are the proportion of non-farm income to total household income, the existing cultivated land area of households, the annual rent expected by farmers, the degree of understanding of relevant laws and regulations, and the total household income. Farmers expect the transfer of agricultural land agreement form, distance from the county seat and other 7. Finally, in view of the problems existing in the farmland transfer in Tancheng County, and on the basis of the empirical analysis and summary, put forward the relevant countermeasures and suggestions to promote the rural land circulation: strengthen the rural land transfer related policy publicity. Actively guide farmers to change their concepts; Establishing and perfecting the rural social security system, weakening the social security function of the land to the farmers, perfecting the relevant policies of the rural land circulation, strengthening the supervision and management, the government should actively participate in the rural land circulation and play a leading role; To speed up the improvement of rural land transfer professional service intermediary organization construction, increase non-agricultural employment opportunities, promote the transfer of rural labor force and other countermeasures.
