【摘要】：隨著我國(guó)社會(huì)各項(xiàng)事業(yè)的持續(xù)發(fā)展,社會(huì)保險(xiǎn)為公民提供基本生活保障、促進(jìn)社會(huì)公平穩(wěn)定和經(jīng)濟(jì)持續(xù)繁榮的作用越來(lái)越明顯。信息化建設(shè)作為增強(qiáng)社會(huì)保險(xiǎn)能力建設(shè)的基礎(chǔ),對(duì)促進(jìn)社會(huì)保險(xiǎn)管理服務(wù)水平起著決定性作用。目前,由于全國(guó)大部分省市的社會(huì)保險(xiǎn)信息化建設(shè)普遍存在信息系統(tǒng)分散、數(shù)據(jù)集中層次低、網(wǎng)絡(luò)化應(yīng)用不到位、信息共享差的問(wèn)題,導(dǎo)致業(yè)務(wù)經(jīng)辦能力不強(qiáng)、群眾滿意度低,遠(yuǎn)遠(yuǎn)不能滿足社會(huì)保險(xiǎn)事業(yè)快速發(fā)展的需要。這使“五險(xiǎn)合一”社會(huì)保險(xiǎn)管理信息系統(tǒng)建設(shè)成為一個(gè)十分有意義的課題。甘肅省自2012年以來(lái),不斷加快社會(huì)保險(xiǎn)信息化建設(shè)步伐,取得了一定成效。但在謀劃和建設(shè)全省“五險(xiǎn)合一”社會(huì)保險(xiǎn)管理信息系統(tǒng)的過(guò)程中,一些問(wèn)題始終困擾著建設(shè)人員。本文以“五險(xiǎn)合一”管理模式理論、“流程再造”理論和有關(guān)政策為支撐,采用調(diào)查研究、比較分析法、實(shí)例舉證分析法等研究方法,分析了我國(guó)社會(huì)保險(xiǎn)信息化建設(shè)發(fā)展歷程、現(xiàn)狀及趨勢(shì),詳細(xì)地闡述了甘肅省社會(huì)保險(xiǎn)管理信息系統(tǒng)建設(shè)現(xiàn)狀,借鑒美國(guó)、江蘇省太倉(cāng)市、內(nèi)蒙古自治區(qū)、寧夏回族自治區(qū)的信息系統(tǒng)建設(shè)經(jīng)驗(yàn),對(duì)甘肅省存在的問(wèn)題進(jìn)行深入研究,提出了甘肅省“五險(xiǎn)合一”社會(huì)保險(xiǎn)管理信息系統(tǒng)建設(shè)方案。為保證建設(shè)順利進(jìn)行,給出了明確的實(shí)施保障措施。在建設(shè)“五險(xiǎn)合一”社會(huì)保險(xiǎn)管理信息系統(tǒng)成為一種大趨勢(shì),但真正實(shí)現(xiàn)的省市較少的情況下,對(duì)甘肅省進(jìn)行分析研究形成建設(shè)方案,不僅對(duì)該省的信息化建設(shè)有著現(xiàn)實(shí)意義,對(duì)全國(guó)其他省市也有一定的參考價(jià)值和借鑒作用。
[Abstract]:With the continuous development of various social undertakings in China, the role of social insurance in providing basic living security for citizens, promoting social equity, stability and sustained economic prosperity is becoming more and more obvious. Information construction, as the foundation of enhancing social insurance capacity construction, plays a decisive role in promoting the level of social insurance management and service. At present, due to the problems of scattered information system, low level of data concentration, poor network application and poor information sharing in the construction of social insurance information in most provinces and cities of the country, the business operation ability is not strong and the people's satisfaction is low. Far from meeting the needs of the rapid development of social insurance. This makes the "five risks in one" social insurance management information system to become a very meaningful topic. Since 2012, Gansu Province has been speeding up the construction of social insurance informatization, and has achieved certain results. However, in the process of planning and constructing the whole province's "five risks in one" social insurance management information system, some problems haunt the constructors all the time. Supported by the management model theory of "five risks in one", the theory of "process reengineering" and relevant policies, this paper adopts the methods of investigation, comparative analysis, case analysis, and so on. This paper analyzes the development course, present situation and trend of social insurance information construction in China, expounds in detail the present situation of social insurance management information system in Gansu Province, and draws lessons from the United States, Taicang City of Jiangsu Province and Inner Mongolia Autonomous region. Based on the experience of information system construction in Ningxia Hui Autonomous region, this paper makes a thorough study on the problems existing in Gansu Province, and puts forward a scheme for the construction of social insurance management information system in Gansu Province. In order to ensure the smooth progress of the construction, a clear implementation of the safeguard measures are given. In the construction of "five risks in one" social insurance management information system has become a major trend, but the actual realization of less provinces and cities, the analysis of Gansu Province to form a construction plan, not only for the information construction of the province has practical significance. Other provinces and cities across the country also have a certain reference value and reference role.
