【摘要】：調(diào)研組在廣東和浙江兩省進(jìn)行實(shí)地調(diào)研發(fā)現(xiàn),兩省財(cái)政經(jīng)濟(jì)形勢(shì)總體良好,出現(xiàn)穩(wěn)中有升、結(jié)構(gòu)優(yōu)化、亮點(diǎn)頻現(xiàn)的態(tài)勢(shì)。同時(shí),也發(fā)現(xiàn)當(dāng)前地方財(cái)政經(jīng)濟(jì)運(yùn)行中,特別是宏觀政策實(shí)施中出現(xiàn)了一些相互掣肘現(xiàn)象,反映出宏觀政策目標(biāo)之間在一定時(shí)空下沖突,以及"一刀切"政策對(duì)不同地方財(cái)政經(jīng)濟(jì)運(yùn)行帶來影響。這些問題在其他地方也存在,但在東部發(fā)達(dá)地區(qū)尤為突出,值得關(guān)注。(1)"踩油門"與"踩剎車"并舉,地方政府無從應(yīng)對(duì);(2)各類財(cái)稅優(yōu)惠措施與全國(guó)統(tǒng)一大市場(chǎng)公平競(jìng)爭(zhēng)相沖突;(3)減費(fèi)"降成本"與社保支出高增長(zhǎng)加劇了矛盾;(4)眼前"花錢"與長(zhǎng)遠(yuǎn)可持續(xù)失衡;(5)對(duì)"花錢"與"辦事"的考核脫節(jié)。
[Abstract]:Through field investigation in Guangdong and Zhejiang provinces, the investigation group found that the financial and economic situation of the two provinces was generally good, with steady growth, structural optimization and frequent bright spots. At the same time, it is also found that in the current local financial and economic operation, especially in the implementation of macro policies, there are some mutual constraints, reflecting the conflict between macro policy objectives in a certain time and space. As well as the "one size fits all" policy on different local financial and economic operation. These problems also exist in other places, but they are particularly prominent in the developed areas in the east, and deserve attention. (1) the "pedal" and "brake" go hand in hand. Local governments can not cope; (2) all kinds of fiscal and tax preferential measures conflict with fair competition in the national unified big market; (3) the contradiction is aggravated by the "cost reduction" and the high growth of social security expenditure; (4) the present "spending" and the long-term sustainable imbalance; (5) the contradiction between the "cost reduction" and the high growth of social security expenditure; The examination of "spend money" and "handle affairs" is out of step.
