【摘要】：社區(qū)社會救助工作是我國社會保障體系的重要組成部分,它的存在既是社會發(fā)展的客觀要求,又在社會保障制度中具有不可替代的作用。雖然我國目前已經(jīng)運行著城市最低生活保障制度,并且已經(jīng)初具規(guī)模,在社會事務管理中發(fā)揮著重要的作用。雖然社區(qū)社會救助工作已經(jīng)取得了良好的工作成績,但是在實際操作的過程中還是存在一定的困難和不足的。社區(qū)貧困并不是單純的指物質(zhì)貧困,還代表著城市中一部分居民因為缺乏相關資源,從而導致難以維持生活所需的生活資料,更談不上參加經(jīng)濟領域中社會活動的權利,以至于這些城市居民長久地生存在社會正常生活標準之下。沈陽市帥府社區(qū)貧困人口社會救助工作是對國家社會救助工作開展情況的一個縮影,通過對沈陽市帥府社區(qū)的相關工作的研究,找出目前社會救助工作中存在的問題,并針對問題提出行之有效的解決方案,幫助貧困群體解決他們最關心的問題。社區(qū)救助的目的就是為解決經(jīng)濟和城市化快速發(fā)展過程中所帶來的一系列社會問題。而社區(qū)社會救助工作是將物質(zhì)救助與精神救助相結合的救助方法,它較傳統(tǒng)的救濟政策有著獨特的優(yōu)勢,可以對扶貧工作中存在的不足與缺陷進行彌補。而本文就是通過沈陽市帥府社區(qū)社會救助工作開展的過程中,通過調(diào)動社會組織的積極性,參與到社區(qū)社會救助工作的開展。論文在研究的過程中,針對帥府社區(qū)在開展社會救助工作中存在的問題如家庭救助的缺失、現(xiàn)有低保制度的缺陷、社區(qū)社會救助組織單一及社區(qū)社會救助隊伍問題等內(nèi)容進行了分析和研究,還列舉了沈陽豐樂街道先進社區(qū)社會救助模式與濟南市南辛莊區(qū)社會救助的根本思路,通過社區(qū)貧困人口摸底調(diào)查、建立就業(yè)崗位數(shù)據(jù)庫等方式提升社區(qū)社會救助工作質(zhì)量,并強調(diào)了財政、組織及制度保障的重要性。通過論文研究,完善社區(qū)社會救助管理的相應措施被提出,如健全城市居民最低生活保障制度、建立低保與就業(yè)服務的聯(lián)動機制、拓展社區(qū)社會救助資金的渠道。并通過對特困對象救助項目、醫(yī)療救助項目等內(nèi)容的研街道先進社區(qū)社會救助模式作為研究范本進行了分析,在此基礎上,提出了帥府社區(qū)來完善社區(qū)救助項目體系,同時還對優(yōu)化社區(qū)救助人才隊伍進行了分析,建設專業(yè)化救助隊伍、推進志愿者隊伍建設、引導社會組織參與都是提升社區(qū)社會救助工作的有效方式。社區(qū)貧困人群是關系著社會穩(wěn)定的關鍵,政府通過社區(qū)社會救助工作的開展來解決貧困人群的溫飽問題,并且推動了社會的進步,由此判斷社區(qū)社會救助具有重要的意義。
[Abstract]:Community social assistance is an important part of our social security system. Its existence is not only the objective requirement of social development, but also plays an irreplaceable role in the social security system. Although our country has already run the urban minimum living security system at present, and has begun to take shape, it plays an important role in the social affairs management. Although the community social assistance work has made good achievements, there are still some difficulties and deficiencies in the actual operation. Community poverty does not simply mean material poverty. It also represents the right of some urban residents to participate in social activities in the economic field because they lack the relevant resources, thus making it difficult to maintain the means of subsistence, let alone the right to participate in social activities in the economic field. So that these urban residents for a long time to survive under the normal standard of living in society. The social assistance work for the impoverished population in the Shuaifu community in Shenyang is a microcosm of the development of the state social assistance work. Through the study of the relevant work in the Shuaifu community in Shenyang, the problems existing in the current social assistance work are found out. And put forward effective solutions to the problem, to help the poor to solve their most concerned problems. The purpose of community assistance is to solve a series of social problems brought by the rapid development of economy and urbanization. Community social assistance is a method which combines material relief with spiritual relief. It has a unique advantage over traditional relief policy, and can make up for the shortcomings and defects in poverty alleviation. This article is through the Shenyang Shuaifu community social assistance work to carry out the process, by mobilizing the enthusiasm of social organizations, to participate in the development of community social assistance work. In the process of research, the paper aims at the problems existing in the development of social assistance in Shuai Fu community, such as the absence of family assistance, the defects of the existing minimum security system, This paper analyzes and studies the single community social assistance organization and community social assistance team, and lists the advanced community social assistance mode in Fengle Street of Shenyang and the basic ideas of social assistance in Nanxinzhuang District of Jinan City. The quality of community social assistance is improved by investigating the poor population in the community and establishing the database of employment position. The importance of financial, organizational and institutional guarantee is emphasized. Through the research of this paper, the corresponding measures to improve the management of community social assistance have been put forward, such as perfecting the minimum living security system of urban residents, establishing the linkage mechanism between minimum living security and employment services, and expanding the channels of community social assistance funds. On the basis of the analysis of the advanced community social assistance model of the special hardship relief project, the medical aid project and other contents, the paper puts forward that the community of Shuaifu should perfect the community rescue project system. At the same time, it also analyzes the optimization of the community rescue talent team, the construction of professional rescue team, the promotion of volunteer team construction, the guidance of social organizations to participate in the work are effective ways to promote community social assistance. The poor people in the community are the key to social stability. The government solves the problem of food and clothing of the poor people through the development of community social assistance, and promotes the progress of the society, so it is of great significance to judge the community social assistance.
