【摘要】：一個社會能夠健康、穩(wěn)定發(fā)展,不僅依靠高水平的效率,也依靠更高程度的公平。隨著市場經(jīng)濟的發(fā)展,競爭性市場機制的作用下效率得到了極大的提高。而隨著經(jīng)濟效率問題的逐步解決,貧富差距逐漸擴大,伴隨而來的社會公平問題成為當前世界各國亟待解決的突出問題。如何平衡公平與效率關系成為市場經(jīng)濟國家共同的課題。我國建立社會主義市場經(jīng)濟體制起步較晚,在處理公平與效率的問題上需要借鑒發(fā)展較為成熟的西方發(fā)達資本主義國家的經(jīng)驗和教訓。因此,分析和比較中西方典型市場經(jīng)濟國家公平與效率的選擇情況具有重要的現(xiàn)實意義。文章采用理論研究、比較分析與實證分析等方法,首先,從公平與效率相關概念入手,在理解馬克思主義和國外各學派關于公平與效率理論成果的基礎上,闡述了公平與效率對市場經(jīng)濟發(fā)展的重要性。其次,分別分析了美國、德國、日本和瑞典典型西方市場經(jīng)濟國家的市場運行機制和公平與效率選擇情況,并從中吸取經(jīng)驗教訓。同時,從制度設計、運行機制和政策選擇方面,分析我國市場經(jīng)濟中公平與效率關系的發(fā)展情況。再次,運用比較研究的方法,分析了中西方市場經(jīng)濟國家對公平與效率關系的探索,共同點在于,政策選擇與經(jīng)濟社會條件相適應,將社會保障作為緩解社會矛盾、促進社會公平的有力補充,但在運行基礎、運行目標、運行過程中又有所不同。最后,在此基礎上提出了新形勢下我國重視公平對效率的促進作用、更好地發(fā)揮政府與市場的互補作用、創(chuàng)新分配方式以激發(fā)經(jīng)濟主體積極性、建立促進公平與效率良性循環(huán)的社會保障制度等建議。
[Abstract]:A society can develop healthily and steadily, not only by a high level of efficiency, but also by a higher degree of fairness. With the development of market economy, the efficiency of competitive market mechanism has been greatly improved. With the gradual solution of economic efficiency, the gap between the rich and the poor has gradually widened, and the accompanying social equity has become a prominent problem to be solved in the world. How to balance the relationship between fairness and efficiency has become a common topic for market economy countries. The establishment of socialist market economic system in China started late, so we should learn from the experience and lessons of the developed western capitalist countries in dealing with the problems of fairness and efficiency. Therefore, it is of great practical significance to analyze and compare the choice of fairness and efficiency in typical market economy countries in China and the West. This paper adopts the methods of theoretical research, comparative analysis and empirical analysis. Firstly, it starts with the related concepts of fairness and efficiency, and on the basis of understanding the theoretical achievements of Marxism and foreign schools on fairness and efficiency. This paper expounds the importance of fairness and efficiency to the development of market economy. Secondly, the paper analyzes the market operation mechanism and the choice of fairness and efficiency of the typical western market economy countries in America, Germany, Japan and Sweden, and draws lessons from them. At the same time, it analyzes the development of the relationship between fairness and efficiency in China's market economy from the aspects of system design, operation mechanism and policy choice. Thirdly, using the method of comparative study, this paper analyzes the relationship between fairness and efficiency in the market economy countries of China and the West. The common point is that the policy choice is adapted to the economic and social conditions, and the social security is regarded as the alleviation of social contradictions. To promote social equity can be supplemented, but in the operational basis, operational objectives, the process of operation is different. Finally, on the basis of this, the paper puts forward that under the new situation, our country should attach importance to the promotion of fairness to efficiency, give play to the complementary role of government and market, and innovate the way of distribution to stimulate the enthusiasm of economic subjects. To establish a social security system that promotes a virtuous cycle of equity and efficiency, and so on.
