【摘要】：建國初期,游民問題是困擾中國共產(chǎn)黨新政權(quán)建設(shè)的一大難題。游民問題受歷史和現(xiàn)實等諸多因素的影響,不僅游民人數(shù)眾多,種類繁多,在社會上的表現(xiàn)也極為復雜,對城市正常的生活秩序和經(jīng)濟的正常運行與發(fā)展帶來了許多負面影響。同時,游民的群體生活滋生了新的犯罪,整個社會的犯罪率不斷上升；在思想上,游民文化腐蝕著社會道德,助長了不勞而獲的社會風氣。在中國共產(chǎn)黨的領(lǐng)導下,通過集中收容、生活安排、思想教育、勞動鍛煉、技能培訓、就業(yè)安置等方式的工作,游民改造取得顯著成效,大批游民被收容改造,社會秩序恢復好轉(zhuǎn)；游民被安置就業(yè),成為自食其力的勞動者；游民犯罪率不斷下降,社會治安顯著改觀；社會風氣改善,新的社會價值觀逐步確立。改革開放以來,游民問題再次凸顯。借鑒建國初期中共游民改造的成功經(jīng)驗,并結(jié)合新的實際,形成“黨委領(lǐng)導、政府負責、社會協(xié)同、公眾參與”共同治理游民問題的合力。此外,治理游民問題要堅持以人為本,妥善解決就業(yè)問題,健全和完善社會保障體系,化解游民生存危機,這是治理工作的重中之重。最后,在游民問題治理工作中,要堅持思想教育和法治建設(shè)相結(jié)合,充分發(fā)揮思想教育在治理游民問題中的思想整合作用,做好扭轉(zhuǎn)游民思想的引導工作,‘同時完善處理游民問題的法律法規(guī),提供治理游民問題的法律保障。
[Abstract]:In the early days of the founding of the people's Republic of China, the issue of vagrants was a difficult problem for the construction of the new regime of the CPC. The Traveller problem is influenced by many factors, such as history and reality. Not only the number of vagrants are numerous and varied, but also the social performance is very complicated, which has brought many negative effects to the normal living order of the city and the normal operation and development of the economy. At the same time, the group life of the vagrants breeds new crimes, and the crime rate of the whole society is rising. In thought, the nomadic culture corrupts the social morality and fosters the social ethos of unearned work. Under the leadership of the Communist Party of China, through the work of centralized resettlement, living arrangements, ideological education, labor training, skills training, employment placement, and so on, remarkable results have been achieved in the reform of the vagrants, and a large number of vagrants have been taken in and reformed. Social order was restored and improved; Travelers were placed for employment and became self-supporting laborers; the crime rate of the homeless kept falling and the public security changed significantly; the social atmosphere was improved and the new social values were gradually established. Since the reform and opening up, the problem of vagrants again highlights. Drawing lessons from the successful experience of the Chinese Communist Party's Traveller Reform in the early days of the people's Republic of China, and combining with the new reality, the joint efforts of "the leadership of the Party committee, the responsibility of the government, the coordination of the society and the participation of the public" are formed. In addition, to solve the Traveller problem, we must adhere to people-oriented, properly solve the employment problem, improve and improve the social security system, and resolve the Traveller survival crisis, which is the most important of the governance work. Finally, in the management of the Traveller problem, we should adhere to the combination of ideological education and the construction of the rule of law, give full play to the ideological integration role of ideological education in the management of the Traveller problem, and do a good job in guiding the work of reversing the Traveller thinking. At the same time, improve the handling of Traveller issues laws and regulations, and provide legal protection to deal with Traveller issues.
