【摘要】：隨著我國老齡化進程的加快,我國也將進入老齡化社會。我國是世界上人口最多的國家,同時我國也是世界上農民人口最多的國家。解決我國農民的養(yǎng)老問題,實現(xiàn)農民的"老有所養(yǎng)",是解決我國社會養(yǎng)老問題的核心內容。巢湖市位于安徽省中部,近幾年一直在積極的開展新型農村社會養(yǎng)老保險工作,是安徽省在養(yǎng)老問題方面取得較好成績的縣級市之一,但在具體實踐中仍存在一些問題,需要進一步完善適應巢湖市實際情況的養(yǎng)老制度。作為當前農村問題的研究熱點,探索一條適應區(qū)域農村經濟社會的養(yǎng)老保險制度的研究,是國內學者較為重視的社會保障研究內容之一,這對研究農村社會養(yǎng)老保險的試點和實施提供了大量的、有實踐意義的政策建議本文結合當前巢湖市農村養(yǎng)老保險實施現(xiàn)狀,對巢湖市農村養(yǎng)老保險實踐進行探討研究。在具體研究過程中,注重實踐調查和規(guī)范研究相結合,在此基礎上,分析了巢湖市農村養(yǎng)老保險實施的概況,通過自己的調查研究與歸納總結,進一步發(fā)現(xiàn)巢湖市農村養(yǎng)老保險中存在的問題,并結合巢湖市的實際情況,提出相關的政策建議。本文研究的主要內容及采用的主要方法如下:問卷調查:用于分析巢湖市農民參加農村養(yǎng)老保險的基本狀況、認知、實施效果及存在的問題,選擇的具體標準是:農村養(yǎng)老保險政策已經開展實施。問卷中的封閉型問題由受訪農戶按照實際情況從現(xiàn)有選項中選擇,開放型問題則填入受訪農戶自身對問題的看法。訪談法:本文在研究中堅持理論與實踐相結合,通過對巢湖市的幾個鄉(xiāng)鎮(zhèn)農戶的問卷調查和實地交談,獲得有用可靠的信息,為本文的寫作研究提供支持。文獻研究法:本文通過各種手段查找相關文獻,包括一些相關政策法規(guī),查詢巢湖市經濟統(tǒng)計年鑒、農村保障統(tǒng)計年鑒,以及部分學者的一些理論觀點,通過整理閱讀,獲取相關信息。本文通過以上研究得出以下結論:巢湖市農村養(yǎng)老保險實施的效果明顯,取得了一定的成效,但是因為農村地區(qū)經濟發(fā)展相對滯后、農民傳統(tǒng)思想、政府對農村養(yǎng)老保險認識不足及養(yǎng)老基金缺乏科學運營等原因,也存在著實際繳費檔次單一,籌資能力不足,基金保值增值困難等問題。為完善巢湖市農村養(yǎng)老保險,今后要在農村經濟發(fā)展上、農民收入、養(yǎng)老保險宣傳上及基金的保值增值能力上做足工作。
[Abstract]:With the acceleration of China's aging process, China will also enter an aging society. China is the most populous country in the world, and our country is also the most populous country in the world. It is the core content of solving the problem of pension in our country. It is the core content to solve the problem of old age for the aged in our country. It is the core content of solving the problem of pension in our country. Chaohu is located in an Anne. In the middle of Huizhou Province, the new rural social endowment insurance has been actively carried out in recent years. It is one of the county-level cities in Anhui province which has achieved good results in the old-age problem. However, there are still some problems in the concrete practice. It needs to further improve the old-age system to adapt to the actual situation in Chaohu. As a research hotspot in the current rural problems. The study of an old-age insurance system that adapts to the rural economic and social society is one of the contents of the social security research which the domestic scholars pay more attention to. This provides a large amount of research on the pilot and implementation of the rural social endowment insurance. Chaohu rural old-age insurance practice is discussed. In the process of specific research, it pays attention to the combination of practical investigation and normative research. On this basis, it analyzes the general situation of the implementation of rural endowment insurance in Chaohu, and through its own investigation and summary, further presents the existing problems in the rural pension insurance in Chaohu and concludes the problems. The main contents of this paper and the main methods used are as follows: a questionnaire survey: to analyze the basic situation, cognition, implementation effect and existing problems of Chaohu farmers to participate in rural endowment insurance, and the specific standard of selection is that the rural pension insurance policy has been implemented. The closed question in the questionnaire is selected from the existing options in accordance with the actual situation, and the open type question is filled with the views of the farmers interviewed. In the study, the author insists on the combination of theory and practice in the study. Through a questionnaire survey and on-the-spot conversation to several township farmers in Chaohu, this paper obtains useful and reliable information. Information research provides support for the writing research in this article. Literature research method: This article searches the relevant literature through various means, including some relevant policies and regulations, inquiring the Chaohu economic statistics yearbook, the rural security statistics yearbook, and some scholars' theoretical views, through reading and obtaining relevant information. The following conclusions are as follows: the effect of the rural pension insurance in Chaohu is obvious, and some results have been achieved. However, because of the relative lag of the economic development in rural areas, the peasants' traditional ideas, the government's lack of understanding of the rural endowment insurance and the lack of scientific operation of the pension fund, there are also a single and insufficient fund raising ability. In order to improve the rural pension insurance in Chaohu, in order to improve the rural old-age insurance, it is necessary to do enough work in the rural economic development, the farmers' income, the publicity of pension insurance and the ability to maintain and increase the value of the fund.
