【摘要】：作為對(duì)傳統(tǒng)城鎮(zhèn)化深刻反省的新型城鎮(zhèn)化,是以人為本的新型城鎮(zhèn)發(fā)展模式,對(duì)人的主體地位提出了更高要求。從需求側(cè)角度看,新型城鎮(zhèn)化與失地農(nóng)民社會(huì)保障具有密切的內(nèi)在關(guān)聯(lián)。但從現(xiàn)實(shí)供給角度看,在當(dāng)前我國(guó)失地農(nóng)民社會(huì)保障供給側(cè),供給理念、主體參與機(jī)制等依然與新型城鎮(zhèn)化內(nèi)涵存在較大偏離。因此,有必要通過(guò)創(chuàng)新供給理念、完善主體參與機(jī)制等途徑,加強(qiáng)供給側(cè)結(jié)構(gòu)性改革,健全失地農(nóng)民社會(huì)保障供給,促進(jìn)其主體地位的實(shí)現(xiàn),以彰顯新型城鎮(zhèn)化的本質(zhì)內(nèi)涵。
[Abstract]:As a new type of urbanization, which deeply reflects on the traditional urbanization, it is a new type of urban development mode based on human being, which puts forward higher requirements on the subject status of human beings. From the point of view of demand-side, new-type urbanization is closely related to the social security of landless farmers. But from the point of view of realistic supply, the supply side, supply idea and main body participation mechanism of social security for landless peasants still deviate greatly from the connotation of new urbanization. Therefore, it is necessary to strengthen the supply-side structural reform, improve the supply of land-lost farmers' social security supply, and promote the realization of their main position through innovating the supply concept and perfecting the main body participation mechanism, so as to highlight the essential connotation of the new type of urbanization.
