【摘要】：城鎮(zhèn)化建設(shè)是實現(xiàn)中國社會主義現(xiàn)代化的內(nèi)在要求和重要的內(nèi)容。十八大以來,中國把城鎮(zhèn)化作為解決農(nóng)民和農(nóng)業(yè)問題的重大戰(zhàn)略,作為全面建成小康社會的關(guān)鍵支點。當(dāng)前長沙市正在進入中心城市和小城鎮(zhèn)共同發(fā)展的格局,隨著長沙市新型城鎮(zhèn)化的進一步推進和不斷深化,望城區(qū)城鎮(zhèn)化又站在了一個新的起點,進入集約、健康、平等、轉(zhuǎn)型發(fā)展的新型城鎮(zhèn)化發(fā)展階段。自改革開放以來,望城區(qū)經(jīng)濟社會快速發(fā)展,城鎮(zhèn)化率實現(xiàn)較快增長。但是望城區(qū)的城鎮(zhèn)化進程中仍然存在區(qū)域發(fā)展不均、質(zhì)量內(nèi)涵不高、資源配置效率低、農(nóng)村人口的城鎮(zhèn)化進程緩慢、生態(tài)保護意識不強、社會保障體系不夠等問題。本文審視望城區(qū)城鎮(zhèn)化進程的歷史和現(xiàn)狀,分析總結(jié)了望城區(qū)城鎮(zhèn)化取得成就和經(jīng)驗,分析了城鎮(zhèn)化進程中存在的問題和成因,從研究新型城鎮(zhèn)化的理論入手,通過分析望城區(qū)新型城鎮(zhèn)化建設(shè)的現(xiàn)實選擇、問題和挑戰(zhàn)、優(yōu)勢和機遇、秉持的發(fā)展理念。提出了望城區(qū)新型城鎮(zhèn)化建設(shè)要走資源節(jié)約型、環(huán)境友好型的建設(shè)之路,實現(xiàn)人與自然和諧相處的可持續(xù)發(fā)展之路。
[Abstract]:Urbanization construction is the internal requirement and important content of realizing China's socialist modernization. Since the 18th National Congress, China has regarded urbanization as a major strategy to solve the problems of farmers and agriculture and as a key fulcrum for building a well-off society in an all-round way. At present, Changsha is entering the pattern of the common development of central cities and small towns. With the further promotion and deepening of the new urbanization in Changsha, the urbanization of Wangcheng City stands at a new starting point, entering intensive, healthy, and equal. Transformation and development of the new stage of urbanization development. Since the reform and opening up, the rapid economic and social development of urban areas, urbanization rate to achieve rapid growth. However, there are still some problems in the process of urbanization, such as uneven regional development, low quality connotation, low efficiency of resource allocation, slow urbanization of rural population, weak consciousness of ecological protection, insufficient social security system, and so on. This paper examines the history and present situation of the urbanization process in Wangcheng District, analyzes and summarizes the achievements and experiences of urbanization in Wangcheng District, analyzes the problems and causes existing in the process of urbanization, and begins with the study of the theory of new urbanization. By analyzing the realistic choice, problems and challenges, advantages and opportunities of the construction of new urbanization in the urban area, the author holds the concept of development. It is put forward that the construction of new urbanization in the urban area should take the road of resource-saving and environment-friendly construction, and realize the sustainable development road of harmonious coexistence between man and nature.
