【摘要】：伴隨人口老齡化和社會(huì)環(huán)境改變,加之社會(huì)保障體系的財(cái)政壓力,德國(guó)社會(huì)保險(xiǎn)體系逐步開展新的探索,于1995年施行長(zhǎng)期照護(hù)保險(xiǎn)法,標(biāo)志著德國(guó)建立長(zhǎng)期照護(hù)保險(xiǎn)制度,并已形成較為合理的長(zhǎng)期照護(hù)保險(xiǎn)法律架構(gòu)。在20多年的發(fā)展之后,需要對(duì)原有制度進(jìn)行重新評(píng)價(jià)與定位,其中困擾德國(guó)長(zhǎng)期照護(hù)保險(xiǎn)法的問(wèn)題以及不斷自我完善的過(guò)程會(huì)對(duì)后發(fā)的國(guó)家建立長(zhǎng)期照護(hù)保險(xiǎn)制度提供寶貴的經(jīng)驗(yàn)。
[Abstract]:With the aging of the population and the change of social environment and the financial pressure of the social security system, the social insurance system in Germany has gradually developed a new exploration. In 1995, the long-term care insurance law was implemented, which marks the establishment of a long-term care insurance system in Germany, and has formed a more reasonable long-term care insurance legal framework. The development of the long-term care insurance system has developed for more than 20 years. After that, it is necessary to reevaluate and locate the original system, and the problems that plagued the long-term care insurance law of Germany and the process of self improvement will provide valuable experience to establish long-term care insurance system in the latter country.
