【摘要】： 新時(shí)期條件下,我國(guó)工業(yè)化、城鎮(zhèn)化趨勢(shì)進(jìn)一步加快,社會(huì)就業(yè)體制和就業(yè)層級(jí)也發(fā)生著重大變化,統(tǒng)籌城鄉(xiāng)發(fā)展,有效建立城鄉(xiāng)的保障機(jī)制,實(shí)現(xiàn)社會(huì)就業(yè)多樣化是社會(huì)迫切需要解決的問(wèn)題。 本文主要針對(duì)我國(guó)現(xiàn)行基本社會(huì)保障體系存在的問(wèn)題,回顧我國(guó)歷史上社會(huì)人民保障和救濟(jì)的基本思想,參考和借鑒國(guó)外不同體制下的社會(huì)保障體系,以現(xiàn)實(shí)狀況為基本出發(fā)點(diǎn),分析和研究我國(guó)未來(lái)社會(huì)保障體系修正和完善的基本策略,進(jìn)而提出中國(guó)社會(huì)保障體系的發(fā)展對(duì)策。 整篇文章將遵循由歷史到現(xiàn)狀的基本分析范式,以發(fā)展的視角考察中國(guó)和世界在社會(huì)保障方面的創(chuàng)造和建設(shè),從基本的社會(huì)保障理念到社會(huì)保障的基本基礎(chǔ)理論,再到社會(huì)實(shí)踐的具體方式-社會(huì)保障模式,細(xì)致透徹地展現(xiàn)社會(huì)保障體系應(yīng)有的邏輯框架;引入國(guó)外不同體制下的社會(huì)保障模式,對(duì)比分析了它們?cè)诶砟詈椭贫冉ㄔO(shè)上的差異,提供了我國(guó)社會(huì)保障建設(shè)和完善的基本參考素材。最后綜合考察我國(guó)社會(huì)保障體系的基本架構(gòu),從現(xiàn)實(shí)而客觀的角度審視其自身的問(wèn)題和亟待改進(jìn)之處,提出有效的解決方式和修正方法。
[Abstract]:Under the new conditions, the trend of industrialization and urbanization in China has been further accelerated, and major changes have taken place in the social employment system and employment levels. We should coordinate the development of urban and rural areas and effectively establish a security mechanism for urban and rural areas.It is an urgent problem for the society to realize the diversification of social employment.Aiming at the problems existing in the current basic social security system of our country, this paper reviews the basic ideas of social security and relief in the history of our country, and refers to and draws lessons from the social security system under different systems in foreign countries.This paper analyzes and studies the basic strategies for the revision and perfection of China's future social security system based on the actual situation, and then puts forward the development countermeasures of China's social security system.The whole article will follow the basic analytical paradigm from history to present situation, and examine the creation and construction of social security in China and the world from the perspective of development, from the basic social security concept to the basic basic theory of social security.Then to the concrete way of social practice-social security model, to show the logical framework of social security system thoroughly and meticulously, to introduce the social security model under different systems abroad, and to compare and analyze their differences in concept and system construction.Provided our country social security construction and the consummation basic reference material.Finally, the basic structure of the social security system of our country is comprehensively investigated, and its own problems and urgent need to be improved are examined from a realistic and objective point of view, and effective solutions and correction methods are put forward.
