【摘要】：近年來(lái),城鄉(xiāng)社會(huì)保障建設(shè)工作受到了黨中央的高度重視,十八大以來(lái),國(guó)家為了建立覆蓋全體居民的養(yǎng)老保險(xiǎn)體系,將之前并行的職保、新農(nóng)保、城居保整合成職保與城鄉(xiāng)居民養(yǎng)老保險(xiǎn),又進(jìn)一步頒布了《城鄉(xiāng)養(yǎng)老保險(xiǎn)制度銜接暫行辦法》,用于解決兩種養(yǎng)老保險(xiǎn)制度之間的轉(zhuǎn)移接續(xù)問(wèn)題。這一辦法對(duì)兩者間轉(zhuǎn)移時(shí)的個(gè)人賬戶轉(zhuǎn)移、年限折算、待遇的領(lǐng)取進(jìn)行了規(guī)定,但具體實(shí)施辦法尚需各地方研究實(shí)施,養(yǎng)老保險(xiǎn)制度間的轉(zhuǎn)移銜接仍然存在著現(xiàn)實(shí)問(wèn)題。養(yǎng)老保險(xiǎn)轉(zhuǎn)移接續(xù)的順暢運(yùn)行是構(gòu)建和諧社會(huì)的必要條件,是體現(xiàn)社會(huì)公平正義的重要內(nèi)容,是2015年政府工作報(bào)告中“繼續(xù)推進(jìn)養(yǎng)老保險(xiǎn)改革”的重要課題。蘇州市作為城鄉(xiāng)一體化發(fā)展的改革試點(diǎn)城市,城鄉(xiāng)養(yǎng)老保險(xiǎn)制度整合工作取得了歷史性的成就,并在城鄉(xiāng)養(yǎng)老保險(xiǎn)體系建設(shè)過(guò)程中形成了一套發(fā)展經(jīng)驗(yàn),有必要將這套經(jīng)驗(yàn)進(jìn)行分析總結(jié),為我國(guó)其他地區(qū)養(yǎng)老保險(xiǎn)制度的建設(shè)提供理論依據(jù)。本文基于這一研究背景對(duì)蘇州市城鄉(xiāng)養(yǎng)老保險(xiǎn)制度的整合進(jìn)行了全面研究,首先重點(diǎn)闡述了蘇州市基本養(yǎng)老保險(xiǎn)制度實(shí)現(xiàn)城鄉(xiāng)并軌的具體做法及其經(jīng)驗(yàn)啟示,其次,對(duì)蘇州城鄉(xiāng)基本養(yǎng)老保險(xiǎn)的深入發(fā)展面臨的問(wèn)題及其原因做了簡(jiǎn)單分析,并針對(duì)一系列問(wèn)題提出了改革完善蘇州市城鄉(xiāng)養(yǎng)老保險(xiǎn)制度的具體對(duì)策。通過(guò)對(duì)蘇州養(yǎng)老保險(xiǎn)制度城鄉(xiāng)整合的研究,對(duì)在江蘇乃至全國(guó)范圍內(nèi)實(shí)現(xiàn)一體化養(yǎng)老保險(xiǎn)模式無(wú)疑會(huì)具有一定的借鑒意義。
[Abstract]:In recent years, the construction of social security in urban and rural areas has been highly valued by the CPC Central Committee. Since the 18th National Congress of the CPC, in order to establish an old-age insurance system that covers all the residents, the state has put the previous parallel vocational insurance, New Rural Insurance,The city residence insurance integrates the vocational insurance and the urban and rural residents' endowment insurance, and further promulgates the interim measures of linking up the urban and rural old-age insurance system, which is used to solve the problem of the transfer between the two kinds of pension insurance systems.This method provides for the transfer of personal account, the commutation of fixed number of years and the receiving of treatment, but the specific implementation methods still need to be studied and implemented in various places, and there are still practical problems in the transfer link between the old-age insurance system.The smooth operation of the transfer of old-age insurance is a necessary condition for the construction of a harmonious society, an important content to embody social fairness and justice, and an important topic in the 2015 government work report on "continuing to promote the reform of pension insurance".As a pilot city in the reform of urban and rural integration, Suzhou has made historic achievements in the integration of urban and rural old-age insurance system, and has formed a set of development experience in the construction of urban and rural old-age insurance system.It is necessary to analyze and sum up this set of experiences to provide theoretical basis for the construction of pension insurance system in other regions of China.Based on this research background, this paper makes a comprehensive study on the integration of urban and rural old-age insurance system in Suzhou.This paper makes a simple analysis of the problems and causes of the deep development of the basic old-age insurance in Suzhou, and puts forward some concrete countermeasures to reform and perfect the old-age insurance system in Suzhou.Through the study of urban and rural integration of Suzhou old-age insurance system, it will undoubtedly have certain reference significance to realize the integrated old-age insurance mode in Jiangsu and even the whole country.
