【摘要】：作為二次分配的重要制度安排之一的社會(huì)保障,從制度建立起就自然肩負(fù)著實(shí)現(xiàn)社會(huì)公平的重要使命。隨著近年來(lái)我國(guó)經(jīng)濟(jì)社會(huì)的快速發(fā)展,尤其是公共服務(wù)均等化的不斷推進(jìn),我國(guó)社會(huì)保障制度在城鄉(xiāng)統(tǒng)籌、制度全覆蓋等方面取得了可喜的成績(jī),在一定程度上修正了之前由于城鄉(xiāng)二元格局下社會(huì)保障公平性缺位的問(wèn)題。但是,還應(yīng)該看到在公平性?xún)?nèi)涵下不同養(yǎng)老保險(xiǎn)制度的不公、代際間的不公、生活水平和養(yǎng)老保險(xiǎn)需求在不同人群間的不公依然存在,為了更好地促進(jìn)這些問(wèn)題的解決。本文綜合運(yùn)用了文獻(xiàn)研究、比較研究等方法,依據(jù)公平性的具體內(nèi)涵,從建立相關(guān)評(píng)價(jià)體系入手,評(píng)價(jià)了當(dāng)前運(yùn)行的城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度,指出其在公平性方面的缺失。通過(guò)分析可以看出,盡管我國(guó)目前開(kāi)始實(shí)施的統(tǒng)一的城鄉(xiāng)居保制度已經(jīng)在制度公平性建設(shè)上取得了很大進(jìn)展,但是城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)的公平問(wèn)題并不是僅僅通過(guò)城鄉(xiāng)統(tǒng)籌、制度統(tǒng)一的單一手段就可以解決的。為了進(jìn)一步提升我國(guó)城鄉(xiāng)居保制度的公平性,還需要樹(shù)立養(yǎng)老保險(xiǎn)公平的理念、漸進(jìn)實(shí)現(xiàn)機(jī)關(guān)事業(yè)單位、城鎮(zhèn)職工與城鄉(xiāng)居民的養(yǎng)老保險(xiǎn)制度整合、發(fā)展多層次多形式的城鄉(xiāng)居民養(yǎng)老保險(xiǎn)制度模式、制定持續(xù)有效的城鄉(xiāng)居保基金監(jiān)管制度等。
[Abstract]:As one of the important institutional arrangements for secondary distribution, social security naturally shoulders the important mission of realizing social equity from the establishment of the system. With the rapid economic and social development in China in recent years, In particular, with the continuous promotion of equalization of public services, China's social security system has achieved gratifying results in terms of overall planning between urban and rural areas and full coverage of the system. To some extent, it has corrected the problem of the lack of equity in social security under the dual urban and rural structure. However, it should also be seen that different pension insurance systems are unfair and intergenerational unfair under the connotation of fairness. In order to better promote the solution of these problems, this paper makes comprehensive use of literature research, comparative research and other methods, according to the specific connotation of fairness. Starting with the establishment of relevant evaluation system, this paper evaluates the current urban and rural residents' pension insurance system, and points out its lack of fairness. Although great progress has been made in the construction of institutional equity in the unified urban-rural housing insurance system, the fairness of social old-age insurance for urban and rural residents is not just through urban and rural planning. In order to further improve the fairness of the residential insurance system in urban and rural areas in China, we also need to establish the concept of equity in endowment insurance and gradually realize the institutions and institutions. The old-age insurance system of urban workers and urban residents should be integrated, the multi-level and multi-form pension insurance system should be developed, and a sustainable and effective supervision system of urban and rural residential insurance funds should be established.
