【摘要】：正"十三五"規(guī)劃建議提出脫貧攻堅的兩個主要路徑:一是社會建設;二是市場化機制。社會建設包括完善社會保障體系,促進城鄉(xiāng)公共服務均等化,發(fā)展教育,實行大病醫(yī)療保險,改善基礎設施,實行低保制度、社會救助制度的全覆蓋等。這條路徑是為了建立有效的社會安全網,防止或者降低出現新的貧困人口。市場化機制突出有兩個方面。一方面是很多貧困地區(qū)在
[Abstract]:The 13th Five-Year Plan proposes two main ways to overcome poverty: first, social construction; and second, market-oriented mechanism. Social construction includes perfecting the social security system, promoting the equalization of urban and rural public services, and developing education.
