【摘要】：在人類社會(huì)發(fā)展的歷史過程當(dāng)中,城市與農(nóng)村有相當(dāng)長(zhǎng)的一段時(shí)間內(nèi)處于相互對(duì)立,城鄉(xiāng)發(fā)展差距很大。但隨著生產(chǎn)力的發(fā)展以及人類認(rèn)識(shí)的進(jìn)步,城市與農(nóng)村逐步從對(duì)立走向融合,城鄉(xiāng)一體化發(fā)展成為了人類社會(huì)發(fā)展的趨勢(shì)。改革開放以來,江西省進(jìn)入城鄉(xiāng)融合的發(fā)展階段,城鄉(xiāng)經(jīng)濟(jì)高速發(fā)展,成就矚目。2015年,江西省GDP總量達(dá)到16723.8億元,按可比價(jià)格計(jì)算,增長(zhǎng)9.1%,增速居全國(guó)第五位、中部第一位。同時(shí),江西省統(tǒng)計(jì)局?jǐn)?shù)據(jù)顯示,2015年江西省城鎮(zhèn)與農(nóng)村居民的人均可支配收入分別達(dá)到24309元與10117元,增長(zhǎng)9.9%與11.3%,城鄉(xiāng)社會(huì)保障水平進(jìn)一步提高,人民生活質(zhì)量穩(wěn)步提升。雖然江西省城鄉(xiāng)經(jīng)濟(jì)水平提升顯著,但也伴隨存在一些不可忽視的問題,如城鄉(xiāng)"二元結(jié)構(gòu)”矛盾突出且城鄉(xiāng)公共服務(wù)差距較大。在城鄉(xiāng)進(jìn)行融合的階段中,財(cái)政已成為了推進(jìn)城鄉(xiāng)一體化發(fā)展的強(qiáng)力支撐,成為了推進(jìn)農(nóng)村農(nóng)業(yè)發(fā)展、教育事業(yè)發(fā)展、基礎(chǔ)設(shè)施建設(shè)、社會(huì)保障體系建設(shè)以及醫(yī)療衛(wèi)生體系建設(shè)的強(qiáng)力保障,成為了加快產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變、加強(qiáng)和改善民生、維護(hù)社會(huì)公平正義以及全面建成小康社會(huì)的強(qiáng)力支柱。為此,本文在相關(guān)理論的科學(xué)指導(dǎo)下,通過研究現(xiàn)有文獻(xiàn)與資料,深入分析城鄉(xiāng)一體化發(fā)展理論和財(cái)政在城鄉(xiāng)一體化發(fā)展中的作用,對(duì)江西省城鄉(xiāng)一體化發(fā)展及其相應(yīng)的財(cái)政支持效應(yīng)進(jìn)行實(shí)證分析,在此基礎(chǔ)上,提出促進(jìn)江西省城鄉(xiāng)一體化發(fā)展的財(cái)政政策建議,期望能為江西省城鄉(xiāng)一體化發(fā)展提供助力。本文總共分為六章:第一章緒論,主要介紹本文的選題背景及研究意義,研究方法及框架結(jié)構(gòu),并對(duì)國(guó)內(nèi)外關(guān)于城鄉(xiāng)一體化發(fā)展的相關(guān)研究進(jìn)行了梳理及歸納。第二章城鄉(xiāng)一體化發(fā)展的理論分析以及財(cái)政支持政策的作用機(jī)理,重點(diǎn)闡述城鄉(xiāng)一體化的概念、概念辨析、城鄉(xiāng)一體化發(fā)展的相關(guān)理論基礎(chǔ),以及財(cái)政視角下的城鄉(xiāng)一體化發(fā)展的作用原理。第三章江西省城鄉(xiāng)一體化發(fā)展的現(xiàn)狀,主要介紹江西省城鄉(xiāng)一體化的主要成就,并概括分析推進(jìn)江西省城鄉(xiāng)一體化發(fā)展的主要問題,如城鄉(xiāng)"二元結(jié)構(gòu)"矛盾突出且城鄉(xiāng)公共服務(wù)差距較大,然后針對(duì)問題從思想認(rèn)識(shí)、農(nóng)村發(fā)展的困境以及城市對(duì)農(nóng)村發(fā)展的"擠壓”等方面進(jìn)行了剖析。第四章江西省11市城鄉(xiāng)一體化水平測(cè)度,構(gòu)建了江西省11市城鄉(xiāng)一體化評(píng)價(jià)指標(biāo)體系,通過熵權(quán)法及基于逼近與理想解的排序法(TOPSIS)綜合評(píng)價(jià)江西省城鄉(xiāng)一體化水平,得出江西省城鄉(xiāng)一體化綜合水平穩(wěn)步提升但分項(xiàng)指標(biāo)水平存在異常,生態(tài)環(huán)境、人口發(fā)展以及空間集約指標(biāo)發(fā)展緩慢,過于重視工業(yè)化而輕視環(huán)境保護(hù)、人口以及土地利用發(fā)展,各地市城鄉(xiāng)一體化水平發(fā)展不均衡且差異明顯的結(jié)論。第五章促進(jìn)江西省城鄉(xiāng)一體化發(fā)展的財(cái)政政策效應(yīng)及問題分析,概括了江西省促進(jìn)城鄉(xiāng)一體化發(fā)展的主要財(cái)政政策,并利用回歸模型分析財(cái)政農(nóng)業(yè)支出對(duì)江西省城鄉(xiāng)一體化發(fā)展的效應(yīng),最后從支農(nóng)支出投入不足、結(jié)構(gòu)不優(yōu)和效益不佳等方面對(duì)所存在的問題進(jìn)行歸納。第六章促進(jìn)江西省城鄉(xiāng)一體化發(fā)展的財(cái)政政策建議,主要從推進(jìn)農(nóng)村農(nóng)業(yè)發(fā)展、教育事業(yè)發(fā)展、基礎(chǔ)設(shè)施建設(shè)、社會(huì)保障體系建設(shè)、醫(yī)療衛(wèi)生體系建設(shè)以及戶籍制度改革、農(nóng)村土地制度改革、農(nóng)村金融體系建設(shè)等方面提出促進(jìn)江西省城鄉(xiāng)一體化發(fā)展的財(cái)政政策建議及配套措施。
[Abstract]:In the historical process of the development of human society, city and countryside for a long period of time in opposition to each other, the gap between urban and rural development. Since the reform and opening up. The fifth chapter is to promote Jiangxi Analysis of the effects of fiscal policy and the development problems of urban-rural integration, summarizes the main fiscal policy to promote the integration of urban and rural development in Jiangxi Province, and uses regression model to analyze the effect of fiscal expenditures on agriculture integrated development of urban and rural areas in Jiangxi Province, finally from the expenditure is insufficient, summed up the problems of the structure is not optimal and poor efficiency.
