【摘要】：經(jīng)濟的全球化和電子信息技術的應用對現(xiàn)代政務運作模式提出了更高的要求,電子政務對于轉變政府職能,提高行政效率等各個方面都發(fā)揮出越來越大的作用。因此,各個國家和地區(qū)都將電子政務作為戰(zhàn)略優(yōu)先發(fā)展的方向。國外電子政務服務研究在整個電子政務研究中占有很大的比重。研究重點主要在于影響因素,服務管理,服務傳遞、實證方法的應用等方面。就電子政務的理論發(fā)展過程來看,其理論基礎還是交易費用政治學里的交易成本理論,對于應用效果的評判標準,依然是看其能否減少公共部門的交易成本�？傮w來說,發(fā)達國家的電子政務研究偏向應用領域,在總結經(jīng)驗的基礎上積極拓展應用的渠道和范圍。自上世紀八十年代以來,電子政務在我國發(fā)展非常迅速,電子政務在我國社會文化生活各個領域中的公共服務中都發(fā)揮了重要作用,在醫(yī)療衛(wèi)生以及文化教育領域,在公共安全同就業(yè)和社會保障方面,在科技公共服務和公共人力資源建設等方面都取得了顯著成效。進入新時期以來,依托我國在經(jīng)濟和科技方面的強大實力,我國的電子政務水平已進入一個相當高的高度。國內對電子政務的研究起步較晚,但是近年來,隨著對電子政務的日益重視,尤其是2004年以來,相關研究有明顯增多的趨勢。國內的相關研究主要集中在電子政務發(fā)展的重要性、政府服務、建設方法、服務績效、信息公開等方面《2006-2020年國家信息化發(fā)展戰(zhàn)略》中指出要大力推廣信息化,發(fā)展電子政務。我國在電子政務總體上高速發(fā)展的同時,也有許許多多方面的不足,如規(guī)劃混亂、各自為政,缺乏穩(wěn)定持續(xù)的投入、專業(yè)人才匱乏、安全問題突出、公務人員觀念欠缺、政治體制束縛等,這些現(xiàn)象,這些問題,有體制的原因,也有機制的原因。尤其是在在縣區(qū)級的基層政府,由于地區(qū)間發(fā)展不平衡,或是基礎設施建設的投入不到位、信息化理念淡薄等等因素制約,造成了地區(qū)與地區(qū)之間差異比較大,同一地區(qū)之內,受領導個人喜好的影響,發(fā)展也不盡相同�？h區(qū)級政府作為功能齊備、承上啟下的一級政府,對于研究我國基層電子政務的發(fā)展和普及狀況極具代表性。從目前來看,在國家層面和省市一級,電子政務發(fā)展的勢頭比較好,因此,研究縣區(qū)級基層點子政務,分析現(xiàn)行基層電子政務中存在的問題以及深層次原因,并就如何搞好基層電子政務提出對策思考,使電子政務能夠真正發(fā)揮作用,更好的服務于經(jīng)濟建設和社會發(fā)展,更好的服務于現(xiàn)代化事業(yè),具有重要的意義。華龍區(qū)作為濮陽市的市轄區(qū),其發(fā)展水平在研究我國縣區(qū)級,尤其是中西部地區(qū)的縣區(qū)級電子政務發(fā)展方面有一定的代表性。本論文在撰寫過程中將在借鑒已有研究成果及相關的資料文獻的基礎上,運用實證分析法、文獻研究法、比較分析法等,通過對華龍區(qū)電子政務的個案進行梳理、分析,提出了可行性的建議：如建立電子政務辦公中心、合并電子政務內網(wǎng)、建立穩(wěn)定的預算投入機制、對人員結構進行優(yōu)化、非核心業(yè)務外包、合理配置人員、加強公務人員培訓等等方面。希望通過本文的研究,找到阻礙縣級政府電子政務健康發(fā)展的真正原因,完善今后發(fā)展的基本思路和整體框架,為我國基層電子政務事業(yè)的健康發(fā)展提供決策參考。
[Abstract]:The application of the economic globalization and electronic information technology has put forward higher requirements for the modern government operation mode, e-government for the transformation of government functions, improve administrative efficiency and other aspects play a more and more important role. Therefore, the various countries and regions will give priority to the development of e-government as a strategic direction of E-government. Foreign service takes a large proportion in the e-government research. The study mainly lies in the influence factors, service management, service delivery, applications of empirical methods. On the E-government theory development process, based on the theory of transaction costs or transaction cost politics in theory, the application effect of the judgment standard, still is to see if it can reduce the transaction costs in the public sector. In general, the research on E-government of developed countries in favor of application, based on summarizing the experience Actively expand the channels and scope of application. Since the last century since 80s, the development of E-government in China is very fast, the public service of E-government in our country in various areas of social and cultural life in all play an important role in health care and education in public security field, with regard to employment and social security. Significant achievements have made in science and technology public services and human resources construction. In the new period, relying on our strength in the field of economy and technology, the level of E-government in our country has entered a quite high level. Domestic research on E-government started relatively late, but in recent years, with increasing attention the e-government, especially since 2004, the relevant research has significantly increased. The domestic study mainly concentrated on the importance of the development of e-government, government service, The construction method of service performance, "development strategy of information disclosure and other aspects of <2006-2020 national informatization pointed out the need to vigorously promote informatization, e-government development. China's development speed in E-government in general at the same time, there are many shortcomings in many aspects, such as planning confusion, lack of coordination, lack of sustained investment, lack of professional talents and the safety problem of civil servants, the concept of lack of political institutional constraints, these phenomena, these problems, there are institutional reasons, there are reasons mechanism. Especially in the county level of the grass-roots government, due to the uneven development between regions, or investment in infrastructure construction is not in place, restricting the concept of information is weak and so on factors that make the difference between the area and the area is relatively large, within the same area, affected by the personal preferences of the leadership, development is not the same. The county district government as functional, bearing And the level of government, for research on the development of E-government in China and the popularity of representative. From the current point of view, at the national level and provincial level, e-government development momentum is good, therefore, research on county level government basic ideas, analysis of problems existing in e-government and deep the reason, and how to improve the level of e-government and put forward the countermeasure, so that e-government can really play a role, to better serve the economic construction and social development, to better serve the cause of modernization, has important significance. Hualong District of Puyang city as the city area, the level of development in the study of China's county level, especially there is a certain representative county level e-government development in the central and western regions. This paper in the process of writing in the basis of drawing on existing research results and relevant literature, the use of Empirical analysis, literature research, comparative analysis, through the case of Hualong District e-government to sort out the analysis, put forward feasible suggestions, such as the establishment of e-government office center, with e-government network, establish a stable budget mechanism, optimize the structure of personnel, outsourcing non core business, reasonable the allocation of personnel, strengthen personnel training and so on. I hope that through this study, to find the real reason to hinder the healthy development of county government e-government, improve the basic thinking and framework for future development, to provide a reference for the healthy development of e-government business in China.
