【摘要】：正建設(shè)法治政府的關(guān)鍵在于公職人員要遵法、學法、守法、用法。建設(shè)法治政府有法律的立法問題,有條件的創(chuàng)設(shè)問題,但是對于法治政府建設(shè)的主體來講,就是公務(wù)員、公職人員,要真正的遵法、學法、守法、用法。在行政管理的過程當中,我的感受是,一半的時間在按照法定的職權(quán)在行使職權(quán),一半的情況在與人治的管理狀況、管理線上作斗爭。比如,機關(guān)事業(yè)單位養(yǎng)老保險按照社會保險法,這是一個全民社保、平等體現(xiàn)全民公平的一個很好的法律,但是實施起來,卻花了一年時
