【摘要】：失地農(nóng)民是一個(gè)特殊群體,脫離了農(nóng)村,游離于城市之外,急需進(jìn)行社會(huì)融合。地方政府對(duì)于促進(jìn)失地農(nóng)民社會(huì)融合起著引導(dǎo)作用,地方政府的政策和措施是促進(jìn)失地農(nóng)民社會(huì)融合的突破口,因此,本文的實(shí)踐路徑圍繞著地方政府的政治行為展開(kāi)。針對(duì)普遍存在的失地農(nóng)民政治參與缺失、無(wú)法與市民享受同等的待遇、征地補(bǔ)償差異大以及就業(yè)和社會(huì)保障問(wèn)題,本文基于讓失地農(nóng)民的政治參與貫徹始終和讓失地農(nóng)民享受與市民同等的公民身份兩大原則,提出在公民政治參與的基礎(chǔ)上將該問(wèn)題納入總體規(guī)劃、允許體制有彈性空間、針對(duì)征地補(bǔ)償制定統(tǒng)一的政策、發(fā)展壯大集體經(jīng)濟(jì)組織、建立過(guò)渡性管理體制、理順各類組織之間的關(guān)系等五大實(shí)踐路徑。
[Abstract]:The land-lost peasants are a special group, separated from the countryside and outside the city, so they urgently need social integration. The local government plays a leading role in promoting the social integration of landless farmers. The policies and measures of local governments are the breakthrough to promote the social integration of landless farmers. Therefore, the practical path of this paper is focused on the political behavior of local governments, aiming at the widespread lack of political participation of landless farmers. Unable to enjoy the same treatment as the citizens, the difference in land requisition compensation and the problems of employment and social security, this article is based on the two principles of keeping the political participation of land-lost farmers through the whole process and allowing land-lost farmers to enjoy the same citizenship status as the citizens. On the basis of citizen's political participation, it is proposed to bring this issue into the overall plan, to allow the system to have flexible space, to formulate a unified policy for compensation for land expropriation, to develop and strengthen collective economic organizations, and to establish a transitional management system. Straighten out the relationship between various organizations and other five practical paths.
