【摘要】：勞動能力鑒定是指勞動能力鑒定機(jī)構(gòu)對勞動者在職業(yè)活動中因工負(fù)傷或患職業(yè)病后,根據(jù)國家《工傷保險條例》規(guī)定,在評定傷殘等級時通過醫(yī)學(xué)檢查對勞動功能障礙程度(傷殘程度)和生活自理障礙程度做出的判定結(jié)論。勞動能力鑒定制度屬于社會保險政策范疇,勞動能力鑒定結(jié)論是職工享受社會保險待遇的重要依據(jù)。而勞動能力鑒定結(jié)論是由勞動能力鑒定醫(yī)療衛(wèi)生專家組依據(jù)國家標(biāo)準(zhǔn)和職工的傷、病情作出的,由此可以看出,勞動能力鑒定醫(yī)療衛(wèi)生專家隊伍建設(shè)、管理制度等都會對鑒定結(jié)論產(chǎn)生重大影響,進(jìn)而影響傷病職工、用人單位的合法權(quán)益以及國家社�；鸬陌踩８母镩_放后,工業(yè)迅速興起和新型城鎮(zhèn)化加快,經(jīng)濟(jì)社會發(fā)展也進(jìn)入了新常態(tài),勞動能力鑒定工作也出現(xiàn)了一系列新情況。如:參鑒職工的人數(shù)呈現(xiàn)增加態(tài)勢;職工的維權(quán)意識不斷增強(qiáng);醫(yī)療技術(shù)不斷進(jìn)步,鑒定標(biāo)準(zhǔn)更新快等。所有這些都對鄭州市的勞動能力鑒定工作和勞動能力鑒定醫(yī)療衛(wèi)生專家隊伍建設(shè)提出了更高的要求。本文通過對鄭州市勞動能力鑒定醫(yī)療衛(wèi)生專家隊伍建設(shè)進(jìn)行研究分析,首先闡述了勞動能力鑒定醫(yī)療衛(wèi)生專家隊伍建設(shè)的研究背景與研究意義,簡述了國內(nèi)外相關(guān)文獻(xiàn)研究和政策的執(zhí)行。解釋了勞動能力鑒定的概念和勞動能力鑒定醫(yī)療衛(wèi)生專家在勞動能力鑒定中的地位和作用,并介紹鄭州市勞動能力鑒定醫(yī)療衛(wèi)生專家隊伍及協(xié)作醫(yī)院的現(xiàn)狀和構(gòu)成。通過文獻(xiàn)研究法、訪談研究法、比較分析和案例分析法,詳細(xì)說明了鄭州市勞動能力鑒定醫(yī)療衛(wèi)生專家隊伍中存在的問題和原因,如:醫(yī)療衛(wèi)生專家的業(yè)務(wù)素質(zhì)參差不齊、管理制度建設(shè)滯后、責(zé)任心積極性不高、勞務(wù)費(fèi)偏低等等,針對存在的這些問題,通過大量調(diào)查和研究,分析出產(chǎn)生這些問題的具體原因,并運(yùn)用馬斯洛、激勵理論,結(jié)合工作實際,總結(jié)得出加強(qiáng)鄭州市勞動能力鑒定醫(yī)療衛(wèi)生專家隊伍建設(shè)的相關(guān)對策和措施。筆者通過本文的調(diào)查研究,為醫(yī)療衛(wèi)生專家隊伍建設(shè)提供有益的參考,使勞動能力鑒定工作更加適應(yīng)經(jīng)濟(jì)社會發(fā)展的新常態(tài),更好地服務(wù)于廣大人民群眾。
[Abstract]:Labor ability appraisal is to point to labor ability appraisal Orgnaization to laborer is injured as a result of work in the occupation activity or suffer from occupational disease, according to the regulation of national inductrial injury insurance, The conclusion that the degree of labor dysfunction (degree of disability) and the degree of self-care for living are judged by medical examination when assessing the disability grade. The appraisal system of labor ability belongs to the scope of social insurance policy. The conclusion of labor ability appraisal is an important basis for workers to enjoy social insurance treatment. And the conclusion of labor ability appraisal medical and health expert group is made according to the national standard and the injury of staff and workers, from which we can see, The construction of medical and health experts and the management system will have a great impact on the conclusion of the appraisal, thereby affecting the injured and sick workers, the legitimate rights and interests of the employing units and the safety of the national social security fund. After the reform and opening up, The rapid rise of industry and the acceleration of new urbanization, economic and social development has entered a new normal, labor capacity appraisal work has also appeared a series of new conditions, such as: the number of reference staff and workers show an increasing trend; Medical technology continues to advance, All of these have put forward higher requirements for the work of labor ability appraisal and the construction of medical and health experts in Zhengzhou. This paper puts forward higher requirements for the identification of labor ability of Zhengzhou and medical and health care by means of the appraisal of labor ability in Zhengzhou. To carry out research and analysis on the construction of a team of health experts, First of all, the background and significance of the research on the construction of medical and health experts in labor capacity appraisal are expounded. This paper briefly introduces the research and policy implementation of related literature at home and abroad, and explains the concept of labor ability appraisal and the position and role of medical and health experts in labor ability appraisal. The paper also introduces the present situation and constitution of the medical and health expert team and the cooperative hospital in Zhengzhou. Through the methods of literature research, interview research, comparative analysis and case analysis, The problems and reasons in Zhengzhou labor ability appraisal medical and health expert team are explained in detail. For example, the professional quality of medical and health experts is uneven, the construction of management system is lagging behind, the enthusiasm of responsibility is not high, the labor fee is low, etc. In view of these problems, through a large number of investigations and studies, analysis of the specific causes of these problems, and the use of Maslow, incentive theory, combined with the actual work, Through the investigation and research in this paper, the author provides a useful reference for the construction of medical and health experts. To make the work of labor capacity appraisal more suitable for the new normal of economic and social development, and better serve the broad masses of the people.
