【摘要】：2020年是我國(guó)扶貧工作的一道分水嶺。從現(xiàn)在到2020年之前,主要任務(wù)是深入貫徹精準(zhǔn)扶貧戰(zhàn)略,全面落實(shí)精準(zhǔn)扶貧舉措,確保貧困人口如期脫貧。2020年我國(guó)全面步入小康社會(huì)之后,減貧形勢(shì)發(fā)生根本變化,相對(duì)貧困、散點(diǎn)貧困、偶發(fā)貧困、能力貧困、代際貧困和精神貧困成為新時(shí)期治理貧困的重點(diǎn),新時(shí)期扶貧工作應(yīng)從精準(zhǔn)扶貧向綜合減貧轉(zhuǎn)型。為此,我們建議以實(shí)現(xiàn)"一同兩融三感受"為目標(biāo),通過(guò)建立貧困標(biāo)準(zhǔn)動(dòng)態(tài)調(diào)整、城鄉(xiāng)減貧聯(lián)動(dòng)、扶貧社保融合、減貧良性互動(dòng)"四項(xiàng)機(jī)制",提升貧困對(duì)象穩(wěn)定增收、市場(chǎng)競(jìng)爭(zhēng)、融入社會(huì)、抵御風(fēng)險(xiǎn)、自我覺(jué)醒"五項(xiàng)能力",采取"三步走"戰(zhàn)略,力爭(zhēng)在新中國(guó)成立100周年之前,建成具有中國(guó)特色的新型綜合減貧體系。
[Abstract]:2020 is a watershed in China's poverty alleviation work. From now until 2020, the main task is to further implement precise poverty alleviation strategy, fully implement precise poverty alleviation initiatives to ensure that poor people out of poverty as scheduled after.2020 in China entered a well-off society, fundamental changes in the situation of poverty reduction, poverty, poverty scatter, occasional poverty ability, poverty, intergenerational poverty and mental poverty has become the focus of the new period of the new period of poor governance, poverty alleviation should be precise poverty to comprehensive poverty reduction transformation. Therefore, we suggest that in order to achieve the "two together into three feelings" as the goal, through the establishment of standard dynamic adjustment of urban and rural poverty, poverty reduction linkage, poverty alleviation and social security integration, poverty reduction the benign interaction between the "four mechanisms", enhance poverty stable income, market competition, social integration, resist the risk of self awakening "five abilities", take the "three step" strategy, and strive to set up 10 new Chinese 0 years ago, a new comprehensive poverty reduction system with Chinese characteristics was built.
