【摘要】:當(dāng)前,現(xiàn)代學(xué)徒制作為一種有效的職業(yè)教育形式,受到很多國(guó)家的認(rèn)可與支持,發(fā)展現(xiàn)代學(xué)徒制度也成為國(guó)際職業(yè)教育的發(fā)展趨勢(shì)。面對(duì)我國(guó)高技術(shù)技能人才嚴(yán)重匱乏、傳統(tǒng)職業(yè)教育理論與實(shí)踐相脫離等問(wèn)題,我國(guó)也提出要推動(dòng)現(xiàn)代學(xué)徒制的完善,建立符合我國(guó)需求的現(xiàn)代學(xué)徒體系。學(xué)徒制的發(fā)展在我國(guó)有著一定的歷史積淀,自建國(guó)以來(lái),我國(guó)相繼出臺(tái)了多部政策文件來(lái)推動(dòng)學(xué)徒制的發(fā)展,但是隨著職業(yè)學(xué)校的普及,正規(guī)的全日制職業(yè)學(xué)校成為大多數(shù)尋求技能培訓(xùn)的人的首選,學(xué)徒培訓(xùn)逐漸走向邊緣化。建國(guó)初期我國(guó)就出臺(tái)了針對(duì)學(xué)徒制的相關(guān)政策文件,以國(guó)家層面出臺(tái)的學(xué)徒制相關(guān)政策文件為研究對(duì)象,系統(tǒng)、完整的搜集整理從建國(guó)以來(lái)由國(guó)務(wù)院、教育部、勞動(dòng)部(現(xiàn)人力資源和社會(huì)保障部)等國(guó)家層面機(jī)關(guān)部門發(fā)布的政策文件,從政策文件的政治經(jīng)濟(jì)背景,和不同階段我國(guó)學(xué)徒制發(fā)展的特點(diǎn)出發(fā),將建國(guó)以來(lái)我國(guó)學(xué)徒制政策內(nèi)容的演變和發(fā)展經(jīng)劃分為以企事業(yè)單位學(xué)徒培訓(xùn)為主的學(xué)徒制、以“半工半讀”形式為主的學(xué)徒制、逐步走向邊緣化的學(xué)徒制和對(duì)現(xiàn)代學(xué)徒制的探索和發(fā)展這四個(gè)階段。以對(duì)教育政策內(nèi)容分析標(biāo)準(zhǔn)為依據(jù),確立完整性、科學(xué)性和創(chuàng)新性這三個(gè)方面的學(xué)徒制政策內(nèi)容分析標(biāo)準(zhǔn),并依據(jù)確立的分析標(biāo)準(zhǔn)從政策目的、政策對(duì)象和實(shí)施措施(學(xué)徒期間的課程設(shè)置、對(duì)學(xué)徒身份的規(guī)范方式、對(duì)帶徒師傅的規(guī)定、對(duì)學(xué)徒的考核、學(xué)徒期間的待遇水平)三個(gè)維度出發(fā)對(duì)我國(guó)學(xué)徒制政策內(nèi)容進(jìn)行系統(tǒng)的分析。最后,在梳理、分析總結(jié)各階段我國(guó)學(xué)徒制政策內(nèi)容發(fā)展變演變特點(diǎn)以及存在的問(wèn)題的基礎(chǔ)上,以史鑒今,提出完善我國(guó)現(xiàn)代學(xué)徒制相關(guān)政策內(nèi)容的建議:我國(guó)現(xiàn)代學(xué)徒制的相關(guān)政策內(nèi)容應(yīng)該從不斷提高政策目的完整性,將全部參與者納入政策對(duì)象范圍內(nèi),提高政策措施完整性、科學(xué)性和創(chuàng)新性幾個(gè)方面入手,進(jìn)行不斷的完善。不僅如此,還要推動(dòng)出臺(tái)針對(duì)現(xiàn)代學(xué)徒制的法律法規(guī),依靠完善的法律條文來(lái)保障我國(guó)現(xiàn)代學(xué)徒制政策的有效實(shí)施,推動(dòng)我國(guó)現(xiàn)代學(xué)徒制的發(fā)展。
[Abstract]:At present, the modern apprenticeship system is an effective form of occupation education, subject to recognition and support of many countries, has become the development trend of international modern apprenticeship occupation education. Facing the high skill talents in China's serious shortage, the problem of educational theory and practice from the traditional occupation, China also proposed to promote the improvement of modern apprenticeship, the establishment conforms to our country needs the modern apprenticeship apprenticeship system. The development in our country has a certain historical heritage, since the founding of new China, China has successively promulgated a number of policies to promote the development of apprenticeship, but with the popularity of the occupation school, regular full-time occupation skill training school to become the most sought the people preferred, apprenticeship training gradually marginalized. Since the founding of our country on the introduction of relevant policy documents for apprenticeship, with the introduction of the national level of the apprenticeship phase Relevant policy documents as the research object, from the system, since the founding of the State Council, the Ministry of education to collect complete, the labor department (now the Ministry of human resources and social security department) issued a national level policy document from the policy file of political and economic background, and the different stages of our apprenticeship development characteristics the evolution and development of the content of apprenticeship policy since the founding of China was divided into to enterprises and institutions based apprenticeship apprenticeship, to "work study" mainly in the form of apprenticeship, the four stage to the marginalization of apprenticeship and modern apprenticeship exploration and development to analyze. The standard of education policy as the basis, establish the integrity of the content, the apprenticeship system these three aspects of policy science and innovation of the analysis standard, and according to the analysis criteria established from the policy objective, policy object and implementation measures (Apprentice Set during the course of standard apprenticeship, with only the provisions of the master, the apprentice apprentice during the examination, the level of treatment) three dimensions of systematic analysis of apprenticeship policy in our country. Finally, in summing up the various stages of combing the policy content of our apprenticeship development the evolution characteristics and the existing problems, with Shi Jian today, put forward to perfect our modern apprenticeship policy proposals: related policy of China's modern apprenticeship should constantly improve the policy objective from integrity, all participants will be incorporated into the policy object range, improve the policies and measures of integrity, scientific and the innovative aspects of continuous improvement. Not only that, but also to promote the introduction of laws and regulations for the modern apprenticeship, rely on perfect legal provisions to safeguard our country modern apprentice system policy. Effective implementation to promote the development of our modern apprenticeship system.
