【摘要】：居民健康卡是在國家醫(yī)療衛(wèi)生信息化工程“3521工程”中提出的基于居民電子健康檔案、電子病歷以及三級居民健康卡管理平臺,實現(xiàn)醫(yī)療衛(wèi)生服務(wù)跨系統(tǒng)、跨機(jī)構(gòu)、跨區(qū)域互聯(lián)互通和居民診療信息共享所依賴的個人信息基礎(chǔ)載體,是計算機(jī)可識別的CPU卡。居民健康卡將集社�？ā⑿罗r(nóng)合一卡通、醫(yī)療機(jī)構(gòu)就診卡于一身,記錄一個人從生到死的所有診療信息。省市級居民健康卡管理系統(tǒng)規(guī)范了居民健康卡的信息采集、制卡、發(fā)卡以及讀寫健康卡信息的SAM(Secure Access Module)卡的制卡、發(fā)卡流程,實現(xiàn)了對健康卡、SAM卡以及健康卡的制卡機(jī)構(gòu)、發(fā)卡機(jī)構(gòu)、衛(wèi)生機(jī)構(gòu)進(jìn)行查詢及監(jiān)管的功能,完成了市級居民健康卡信息、就診信息、相關(guān)機(jī)構(gòu)信息同步到省級健康卡管理系統(tǒng)的功能,解決了目前醫(yī)療信息管理系統(tǒng)中存在的適用面小、共享性差、相互獨立、自我封閉、通用性差等問題。促進(jìn)了醫(yī)療信息化的發(fā)展。論文首先針對市級和省級居民健康卡管理系統(tǒng)進(jìn)行了需求分析,確定了系統(tǒng)模塊結(jié)構(gòu),并對各模塊進(jìn)行了詳細(xì)模塊功能分析。通過可行性分析確定了系統(tǒng)在技術(shù)、經(jīng)濟(jì)、政策及風(fēng)險控制等方面的可行性。在完成需求分析的基礎(chǔ)上,從整體上對系統(tǒng)進(jìn)行了綜合設(shè)計,將系統(tǒng)分為用戶界面和系統(tǒng)接口層、業(yè)務(wù)邏輯層、數(shù)據(jù)訪問層以及數(shù)據(jù)存儲層五個層次進(jìn)行設(shè)計,并根據(jù)系統(tǒng)安全性高、穩(wěn)定性強(qiáng)、適應(yīng)能力強(qiáng)及支持快速部署的特點,系統(tǒng)架構(gòu)采用基于J2EE平臺的B/S架構(gòu),系統(tǒng)數(shù)據(jù)同步服務(wù)采用符合XML及Web Service標(biāo)準(zhǔn)的CXF及JAXB技術(shù)。在確定技術(shù)方案后,系統(tǒng)采用分層結(jié)構(gòu)進(jìn)行開發(fā),將系統(tǒng)模塊按層次和功能進(jìn)行劃分,為快速開發(fā)和系統(tǒng)維護(hù)帶來極大便利性。其中數(shù)據(jù)存儲層采用Oracle數(shù)據(jù)庫加Redis緩存的結(jié)構(gòu)設(shè)計,使得系統(tǒng)驗證信息服務(wù)速度有了較快的提升。
[Abstract]:Resident health card is a management platform based on residents' electronic health records, electronic medical records and third-level health cards, which was put forward in 3521 Project of National Medical and Health Information Project. The basic carrier of personal information which realizes the cross-system, cross-organization, cross-regional interconnection and residents' diagnosis and treatment information sharing of medical and health services is a computer-identifiable CPU card. The resident health card will collect the social security card. New Rural Cooperative Card, medical institutions on a card, records a person from birth to death of all diagnosis and treatment information. Provincial and municipal residents health card management system to regulate the residents health card information collection, business card printing. The card printing of the SAM(Secure Access module card which can read and write the information of the health card, the process of issuing the card, the realization of the card printing mechanism of the health card and the health card. Card issuing agencies, health institutions to query and supervise the functions of the completion of the municipal residents health card information, medical information, related agency information synchronization to the provincial health card management system function. Solve the current medical information management system in the application of small, poor sharing, mutual independence, self-closure. Problems such as poor versatility. Promote the development of medical information. Firstly, the paper analyzes the needs of the municipal and provincial residents health card management system, and determines the structure of the system module. Through the feasibility analysis, the feasibility of the system in the technical, economic, policy and risk control and other aspects of the feasibility. On the basis of the completion of demand analysis. The system is divided into user interface and system interface layer, business logic layer, data access layer and data storage layer. Strong stability, strong adaptability and support for rapid deployment characteristics, the system architecture is based on J2EE platform based on the B / S architecture. The system data synchronization service adopts CXF and JAXB technology which accords with XML and Web Service standard. After determining the technical scheme, the system adopts hierarchical structure to develop. The system modules are divided into layers and functions, which bring great convenience for rapid development and system maintenance. The data storage layer adopts the structure design of Oracle database and Redis cache. So that the system verification information service speed has a faster improvement.
