【摘要】：黨的十七大明確提出:“要加快建立覆蓋城鄉(xiāng)居民的社會(huì)保障體系,保障人民基本生活,促進(jìn)城鄉(xiāng)統(tǒng)籌發(fā)展。”為了落實(shí)科學(xué)發(fā)展觀,縮短城鄉(xiāng)差距,黨和國(guó)家開(kāi)始對(duì)養(yǎng)老保險(xiǎn)加以重視。保障農(nóng)民老年基本生活,對(duì)穩(wěn)定社會(huì),構(gòu)建和諧社會(huì)有著十分重要的意義。 隨著老年人口數(shù)量的增多,老年人問(wèn)題成為社會(huì)關(guān)注的焦點(diǎn)。我國(guó)總?cè)丝诘?0%多是農(nóng)村人口,60歲以上的老人已達(dá)8000多萬(wàn)人,他們?cè)诩彝ズ蜕鐣?huì)方面容易被忽視。致使老年人數(shù)量增多的問(wèn)題成為社會(huì)經(jīng)濟(jì)長(zhǎng)期穩(wěn)定發(fā)展的瓶頸,因此在農(nóng)村極度關(guān)注老年人問(wèn)題顯得尤為重要。本文結(jié)合河北省沙河市六村老年人生存現(xiàn)狀,對(duì)農(nóng)村老年人的社會(huì)保障情況深入地進(jìn)行研究,總結(jié)出實(shí)際數(shù)據(jù)和材料,希望能夠?yàn)閷W(xué)術(shù)界提供社會(huì)保障方面的事實(shí)材料和理論依據(jù)。 文章的第一部分,借助國(guó)內(nèi)外的一些實(shí)際數(shù)據(jù)和理論知識(shí)來(lái)進(jìn)行分析,進(jìn)一步了解國(guó)內(nèi)外老年人社會(huì)保障現(xiàn)狀,并給予評(píng)價(jià)。本文采用查閱文獻(xiàn)和實(shí)際調(diào)查材料進(jìn)行分析研究。 第二部分是對(duì)河北省沙河市六個(gè)行政村老年人的社會(huì)保障現(xiàn)狀與存在的問(wèn)題進(jìn)行分析和研究。 第三部分是對(duì)沙河市六個(gè)行政村老年人的物質(zhì)生活狀況,精神慰藉等方面的分析和研究。 第四部分是針對(duì)目前農(nóng)村老年人物質(zhì)生活條件偏低,缺乏生活照料和精神慰藉等問(wèn)題,從而提出對(duì)策和建議。 第五部分結(jié)論。通過(guò)對(duì)沙河六村老年人的社會(huì)保障問(wèn)題進(jìn)行深入的思考和研究,試圖分析得出能夠解決老年人問(wèn)題的方法和途徑。從而呼吁在全社會(huì)范圍內(nèi)建立和完善我國(guó)農(nóng)村老年人社會(huì)保障體系,遵從黨的十七大報(bào)告,最終把我國(guó)建設(shè)成一個(gè)和諧發(fā)展的新型社會(huì)。
[Abstract]:The Seventeenth Party Congress clearly pointed out: "we should accelerate the establishment of urban and rural residents of the social security system, safeguard the people's basic life, promote urban and rural development. In order to implement Scientific Outlook on Development, shorten the gap between urban and rural areas, the party and the country began to pay more attention to the protection of farmers endowment insurance. The basic livelihood of the elderly, to social stability, has a very important significance to construct a harmonious society.
With the increasing number of elderly population, the elderly problems become the focus of the society. The country's total population of more than 70% rural population, over 60 years old reached about 80000000 people, their families and society is easily ignored. The number of elderly people and more social problems become the bottleneck of economic development of the long-term stability. Therefore in the countryside is extremely concerned about the problems of the elderly is particularly important. This paper combines the six village of Shahe city of Hebei Province, the elderly living situation, study deeply the situation of social security for the rural elderly, summed up the actual data and materials, hope to be able to provide social security for academic facts and theoretical basis.
The first part of the article is based on some practical data and theoretical knowledge at home and abroad, to further understand the current situation of social security for the elderly at home and abroad, and to give an evaluation.
The second part is the analysis and Research on the status and existing problems of the social security of the elderly in the six administrative villages in Shahe, Hebei.
The third part is the analysis and Research on the material living conditions and spiritual comfort of the elderly in six administrative villages in Shahe.
The fourth part is aimed at the low material living conditions of the elderly in rural areas, lack of living care and spiritual comfort and so on, so as to put forward the countermeasures and suggestions.
The fifth part is the conclusion. Through in-depth thinking and research issues of social security for elderly people in six villages in Shahe, trying to analysis methods and ways to solve the problems of the elderly. It calls for the establishment and improvement of China's rural old-age social security system in the context of the whole society, to comply with the report of the Seventeenth Party Congress, finally to China the building of a harmonious development of the new society.
