【摘要】：當(dāng)前有經(jīng)濟(jì)學(xué)家從社會(huì)保障的籌資模式出發(fā)，通過(guò)研究現(xiàn)收現(xiàn)付制和基金制對(duì)儲(chǔ)蓄率和物質(zhì)資本積累的影響，來(lái)考察社會(huì)保障對(duì)經(jīng)濟(jì)增長(zhǎng)的作用機(jī)理。其基本結(jié)論是：現(xiàn)收現(xiàn)付的社會(huì)保障對(duì)國(guó)民儲(chǔ)蓄具有一定的“擠出”效應(yīng)，降低了國(guó)民儲(chǔ)蓄率，妨礙了經(jīng)濟(jì)增長(zhǎng)；基金制可以提高國(guó)民儲(chǔ)蓄率，促進(jìn)經(jīng)濟(jì)增長(zhǎng)。說(shuō)明社會(huì)保障制度對(duì)經(jīng)濟(jì)增長(zhǎng)具有推動(dòng)作用，而中央及地方政府對(duì)社會(huì)保障的投入是社會(huì)保障資金的重要來(lái)源，因此社會(huì)保障支出必然能夠促進(jìn)經(jīng)濟(jì)增長(zhǎng)。 本文在現(xiàn)有研究的基礎(chǔ)上，通過(guò)分析社會(huì)保障支出對(duì)經(jīng)濟(jì)增長(zhǎng)的作用機(jī)制，以天津市為樣本建立數(shù)學(xué)模型并回歸計(jì)量檢驗(yàn)，回歸結(jié)果是天津市財(cái)政社會(huì)保障支出促進(jìn)了天津市經(jīng)濟(jì)的增長(zhǎng)。通過(guò)進(jìn)一步分析社會(huì)保障支出對(duì)經(jīng)濟(jì)增長(zhǎng)影響的作用機(jī)制,社會(huì)保障支出通過(guò)影響投資、消費(fèi)、人力資本積累等幾個(gè)方面，進(jìn)而作用于經(jīng)濟(jì)，并通過(guò)乘數(shù)-加速數(shù)原理對(duì)經(jīng)濟(jì)產(chǎn)生持續(xù)的良性影響。文章通過(guò)在搜集大量數(shù)據(jù)的基礎(chǔ)上，對(duì)天津市社會(huì)保障制度以及社會(huì)保障支出的現(xiàn)狀加以分析，總結(jié)出天津市的社會(huì)保障支出總的水平依然很低，與一些經(jīng)濟(jì)發(fā)達(dá)地區(qū)和城市還有很大差距。在此基礎(chǔ)上，本文提出以下政策建議：增加社會(huì)保障投入，調(diào)整財(cái)政支出結(jié)構(gòu)，，增加對(duì)農(nóng)村社會(huì)保障的支出等；以期對(duì)天津市社會(huì)保障支出制度的完善貢獻(xiàn)綿薄之力。
[Abstract]:At present, some economists study the impact of pay-as-you-go system and fund system on savings rate and material capital accumulation from the perspective of social security financing model. The basic conclusions are as follows: the pay-as-you-go social security has a certain "crowding out" effect on national savings, which reduces the national savings rate and hinders economic growth; Fund system can improve the national savings rate and promote economic growth. It shows that the social security system has a role in promoting economic growth, and the central and local governments' investment in social security is an important source of social security funds. As a result, social security spending is bound to promote economic growth. Based on the existing research, this paper analyzes the mechanism of social security expenditure on economic growth, taking Tianjin as a sample to establish a mathematical model and regression measurement test. The result of regression is that the financial social security expenditure of Tianjin promotes the economic growth of Tianjin. Through further analysis of the mechanism of the impact of social security expenditure on economic growth, social security expenditure affects investment and consumption. Human capital accumulation and other aspects, and then act on the economy, and through the multiplier-accelerated number principle to produce a sustained positive impact on the economy. Through the collection of a large number of data on the basis of. This paper analyzes the current situation of social security system and social security expenditure in Tianjin, and concludes that the total level of social security expenditure in Tianjin is still very low. There is still a big gap with some economically developed areas and cities. On this basis, this paper puts forward the following policy suggestions: increase social security input, adjust the structure of fiscal expenditure, increase the expenditure on rural social security, and so on; With a view to the social security expenditure system in Tianjin to improve the contribution of a modest force.
