【摘要】：伴隨著中國經(jīng)濟的迅速發(fā)展和城市化水平的不斷提高,新一輪的以工業(yè)開發(fā)區(qū),高新技術(shù)園區(qū),高校新區(qū),城市公路外環(huán)建設(shè)等為首的各類規(guī)劃項目在全國逐漸展開。但是在這一過程中出現(xiàn)了很多問題,由于現(xiàn)行的土地制度本身所存在的缺陷,以及專管的行政部門操作過程的不規(guī)范和社會保障體系的不完善,導(dǎo)致了在項目建設(shè)過程中占用土地所產(chǎn)生的失地農(nóng)民在所得利益分配中處于弱勢的地位,成為新的弱勢群體,在失地農(nóng)民失去土地之后,由于社會保障體系的缺失,使這一群體非常的不穩(wěn)定,因此,如果妥善安置失地農(nóng)民,確立完善的社會保障體系就變得迫在眉睫。這不僅關(guān)系到失地農(nóng)民自身的利益問題,更關(guān)系到整個社會的穩(wěn)定和社會主義新農(nóng)村的建設(shè),所以,失地農(nóng)民的社會保障問題不僅具有重要的理論意義,而且具有重要的實踐意義。北京作為全國首都,經(jīng)濟社會的發(fā)展和城市化發(fā)展進(jìn)程在全國具有代表性的特征,因此研究北京市郊區(qū)的失地農(nóng)民也具有一定得代表作用。 本文主要是從社會保障的概念以及相關(guān)理論的闡述入手,并且仔細(xì)分析的國內(nèi)一些地區(qū)處理失地農(nóng)民社會保障問題的實踐,通過分析北京市郊區(qū)失地農(nóng)民的現(xiàn)狀、存在的問題以及產(chǎn)生這些問題的成因,并且吸收借鑒國外發(fā)達(dá)國家的一些經(jīng)驗和成果,闡述了我國建立失地農(nóng)民社會保障體系的重要意義,以及提出一些合理化的對策及建議,以求對失地農(nóng)民社會保障體系的建立有一些幫助。
[Abstract]:Along with the rapid development of China's economy and the continuous improvement of urbanization level, a variety of planning projects led by the new round of industrial development zones, high-tech parks, new campus of colleges and universities, and the outer ring construction of urban roads have been launched in the whole country. But in this process there are a lot of problems, because of the defects of the current land system itself, and specialized administrative departments do not regulate the operation and the social security system is not perfect, leading to the occupation of land in the project construction process produced by farmers in a weak position in the interests in the distribution of income a new, vulnerable groups, in the wake of the peasants losing their land, due to the lack of social security system, so that this group is very unstable, therefore, if the proper resettlement of landless peasants, establish perfect social security system becomes imminent. This is not only related to the interests of landless farmers, but also to the stability of the whole society and the construction of new socialist countryside. Therefore, the social security of landless peasants is of great theoretical significance and important practical significance. As the capital of the country, Beijing has the typical characteristics of the development of economy and society as well as the process of urbanization. Therefore, the study of landless peasants in Beijing suburbs also has a certain role.
