【摘要】：山陜地區(qū)地處干旱、半干旱地理環(huán)境,由于水資源短缺,水權(quán)直系民生。本文圍繞水權(quán)這一主題,探討了山陜地區(qū)水權(quán)保障系統(tǒng)的運作方式、渠系間權(quán)益特點與維護原則,并指出依托灌渠這種水資源獲取形式,水資源分配一般形成灌渠、利戶兩個受益層面,對應這兩個受益層面,水權(quán)保障系統(tǒng)形成以渠系、村落為基點的地緣水權(quán)圈以及以家族為中心的血緣水權(quán)圈,兩個圈層相互交織,雜融社會習俗、社會慣性為一體,在鄉(xiāng)村社會中占有重要地位。
[Abstract]:Shanshan region is located in arid, semi-arid geographical environment, due to water shortage, water rights direct livelihood. Based on the theme of water rights, this paper discusses the operation mode, characteristics and maintenance principles of water right guarantee system in Shanshan and Shaanxi regions, and points out that irrigation canals are generally formed by water resources allocation depending on irrigation canal, which is a form of water resources acquisition. The two benefit levels of Lihu, corresponding to these two benefit levels, the water right protection system forms the geo-water right circle based on canal system, village as the basic point and the consanguinity water right circle with the family as the center. The two circles are intertwined with each other and mingle with social customs. Social inertia as a whole, in the rural society occupies an important position.
