【摘要】：回顧渤海海峽跨海通道建設(shè)研究的歷史進(jìn)程基礎(chǔ)上,詮釋了地緣政治理論與地緣政治戰(zhàn)略,梳理了主要的中外地緣政治理論與地緣政治戰(zhàn)略,明確指出地緣政治戰(zhàn)略決定著大國(guó)競(jìng)爭(zhēng)方向。中國(guó)是世界上地緣政治環(huán)境最復(fù)雜的國(guó)家,在中國(guó)周邊長(zhǎng)期存在著一個(gè)"V"字型地緣政治熱點(diǎn)線,"V"字型地緣政治熱點(diǎn)線貫穿中國(guó)周邊的東南亞、東北亞、南亞、北亞、中亞五大地緣政治戰(zhàn)略區(qū),構(gòu)成了中國(guó)的地緣政治"大棋局"。東南亞中國(guó)南海之爭(zhēng)直接威脅到中國(guó)領(lǐng)土安全;目前東北亞已成為中國(guó)地緣政治關(guān)系熱點(diǎn)中的熱點(diǎn);南亞存在著中印陸海長(zhǎng)期之爭(zhēng);北亞俄羅斯將會(huì)成為戰(zhàn)略合作伙伴;中亞復(fù)雜的地緣政治因素將長(zhǎng)期影響著中國(guó)西北邊疆的安全。研究表明,渤海海峽跨海通道建設(shè)對(duì)于中國(guó)實(shí)施地緣政治戰(zhàn)略的重要意義在于:1對(duì)下好中國(guó)的地緣政治"大棋局"起著重要的支撐作用;2是"一帶一路"戰(zhàn)略破解美國(guó)亞太再平衡戰(zhàn)略的重要構(gòu)成要素;3對(duì)遏制東北亞局部戰(zhàn)爭(zhēng)、確保國(guó)家安全將發(fā)揮重要作用。渤海海峽跨海通道建設(shè)是一項(xiàng)世界級(jí)的大工程,投資建設(shè)的成本大,效益也大,同時(shí)風(fēng)險(xiǎn)也大�；诖�,要汲取國(guó)內(nèi)外世界級(jí)大工程建設(shè)的經(jīng)驗(yàn)和教訓(xùn),認(rèn)真研究相關(guān)問題,不可急功近利草率上馬。
[Abstract]:On the basis of reviewing the historical process of the study on the construction of the cross-sea passage in the Bohai Strait, this paper interprets the geopolitical theory and the geopolitical strategy, and combs the main geopolitical theories and geopolitical strategies at home and abroad, It is pointed out clearly that geopolitical strategy determines the direction of great power competition. China is the country with the most complicated geopolitical environment in the world. There is a "V" geopolitical hot spot line around China for a long time. The "V" geopolitical hot spot line runs through Southeast Asia, Northeast Asia, South Asia and North Asia around China. The five geopolitical strategic zones of Central Asia constitute the "big chess game" of China's geopolitics. The dispute between Southeast Asia and the South China Sea directly threatens China's territorial security; Northeast Asia has now become a hot spot in China's geopolitical relations; in South Asia there is a long-term dispute between China and India over land and sea; North Asia and Russia will become strategic partners; The complex geopolitical factors in Central Asia will affect the security of northwest China for a long time. Research shows that The significance of the construction of cross-sea passage in the Bohai Strait for China to implement the geopolitical strategy lies in the fact that the "big chess game" of China's geopolitics plays an important supporting role in the implementation of the "Belt and Road" strategy of the United States in the Asia-Pacific region. The important element of the rebalancing strategy is to contain the local war in Northeast Asia. Ensuring national security will play an important role. The construction of the cross-sea passage in the Bohai Strait is a world-class project with large investment cost, great benefit and great risk. Based on this, we should learn the experience and lessons from the construction of world-class projects at home and abroad, and study the related problems seriously.
