【摘要】：利用城市功能定位調(diào)控人口規(guī)模似乎是學(xué)術(shù)界為解決城市病開出的一劑良方,但實施效果并不顯著,究其原因在于城市功能定位與實際發(fā)展存在巨大差距。進一步分析發(fā)現(xiàn),自然和歷史原因造成我國城市功能依附于行政功能而疊加,市場機制和政府考核機制的雙重作用又強化了這種趨勢,從而導(dǎo)致城市功能定位多是紙上談兵,城市在實際發(fā)展中普遍存在"大而全"傾向,城市特色消失,產(chǎn)業(yè)發(fā)展趨同,本可以通過城市功能定位調(diào)控人口規(guī)模的理論機理在現(xiàn)實中失效。為此,提出改革政府政績考評制度,減輕城市發(fā)展對經(jīng)濟規(guī)模的過分依賴,回歸城市本色;剝離其他功能對行政功能的依附性,促進城市功能定位與產(chǎn)業(yè)發(fā)展的匹配;正確處理政府與市場的關(guān)系,創(chuàng)造積極平等的城市發(fā)展環(huán)境等相關(guān)對策建議。
[Abstract]:It seems that the use of urban functional positioning to regulate the population size is a good prescription for solving urban diseases in academic circles, but the implementation effect is not significant. The reason is that there is a huge gap between the urban functional positioning and the actual development. Further analysis shows that the natural and historical reasons cause the urban function of our country to be superimposed by the administrative function, and the dual function of the market mechanism and the government examination mechanism reinforces this trend, thus leading to the city function positioning is mostly on paper. In the actual development of cities, there is a general tendency of "big and complete", the characteristics of the city disappear, and the industrial development converges, so the theoretical mechanism of regulating the population size through the function orientation of the city can be ineffective in reality. Therefore, it is proposed to reform the government performance appraisal system, to reduce the excessive dependence of urban development on economic scale, to return to urban identity, to peel off the dependence of other functions on administrative functions, and to promote the matching of urban function orientation with industrial development. To correctly deal with the relationship between government and market, to create a positive and equal environment for urban development and other relevant countermeasures.
