【摘要】：計(jì)劃生育政策是中國(guó)的一項(xiàng)基本國(guó)策,我國(guó)的計(jì)劃生育政策在人類資源非常有限的情況下對(duì)經(jīng)濟(jì)、社會(huì)的協(xié)調(diào)發(fā)展和資源、對(duì)人類社會(huì)可持續(xù)發(fā)展做出了重要的貢獻(xiàn)。三十年過去后,計(jì)劃生育工作面臨多樣化的管理趨勢(shì),計(jì)劃生育工作有可能發(fā)生低生育反彈風(fēng)險(xiǎn),管理的要求日趨復(fù)雜,單一的控制人口數(shù)量方式絕不符合形勢(shì)要求,計(jì)生工作局面復(fù)雜的因素包括傳統(tǒng)生育觀念、計(jì)生管理機(jī)制不完善,計(jì)生政策宣傳的力度不足、計(jì)生的服務(wù)措施不到位、對(duì)計(jì)生家庭的獎(jiǎng)勵(lì)扶助不健全、養(yǎng)老保險(xiǎn)制度的不完善等等。 隨著經(jīng)濟(jì)社會(huì)的不斷發(fā)展,我國(guó)的人口國(guó)情也發(fā)生了巨大的變化,為了保證人口與計(jì)劃生育政策的順利執(zhí)行,國(guó)家計(jì)生委、省、市、區(qū)、鎮(zhèn)計(jì)生部門逐級(jí)對(duì)下級(jí)計(jì)生部門進(jìn)行定期或不定期的檢查和考核。當(dāng)今,各級(jí)的考核指標(biāo)越來越細(xì)化和科學(xué)化,工作要求越來越高,國(guó)家計(jì)生部門在不同時(shí)期對(duì)人口政策進(jìn)行適時(shí)的調(diào)整。面對(duì)新的計(jì)生工作要求,基層計(jì)生部門在計(jì)生政策的執(zhí)行、計(jì)生工作方法的使用、計(jì)生人員隊(duì)伍的素質(zhì)、管理機(jī)制建設(shè)等方面,尚不適應(yīng)新形勢(shì)的要求。 現(xiàn)今關(guān)于計(jì)劃生育工作方面的文獻(xiàn)研究多為學(xué)術(shù)研究者從政策執(zhí)行、計(jì)生工作單一影響因素或計(jì)生工作的單一方面進(jìn)行研究,期刊方面則多為單一時(shí)期某一任務(wù)的工作分析,面對(duì)新的計(jì)生工作環(huán)境,如何做好基層計(jì)生工作的研究尚很缺乏。根據(jù)城鄉(xiāng)經(jīng)濟(jì)社會(huì)的統(tǒng)籌發(fā)展、城鄉(xiāng)一體化的推進(jìn)形勢(shì),本文以城鄉(xiāng)結(jié)合部的廣州市白云區(qū)鎮(zhèn)級(jí)行政區(qū)域計(jì)劃生育工作為研究對(duì)象,參考各方面的研究,對(duì)白云區(qū)轄內(nèi)鎮(zhèn)區(qū)域計(jì)劃生育工作進(jìn)行系統(tǒng)的研究。全文共分四部分。第一部分是緒論;第二部分是鎮(zhèn)級(jí)行政區(qū)域計(jì)劃生育工作的意義和必要性分析;第三部分是白云區(qū)鎮(zhèn)級(jí)區(qū)域計(jì)劃生育工作現(xiàn)狀及影響工作成效的原因分析;第四部分則是對(duì)改進(jìn)白云區(qū)鎮(zhèn)級(jí)區(qū)域計(jì)劃生育工作提出對(duì)策研究。通過對(duì)廣州白云區(qū)鎮(zhèn)級(jí)行政區(qū)域計(jì)劃生育現(xiàn)狀及影響工作成效原因分析和改進(jìn)對(duì)策的研究,旨在為改善城鄉(xiāng)結(jié)合部劃生育工作的管理水平提供一定的參考。
[Abstract]:Family planning policy is a basic national policy of China. The family planning policy of our country has made an important contribution to the coordinated development of economy and society and to the sustainable development of human society under the condition of very limited human resources. After three decades, family planning work is facing a diversified management trend. Family planning work is likely to have a low risk of fertility rebounding, and the requirements for management are becoming increasingly complex. A single way of controlling the number of people does not meet the requirements of the situation. The complicated factors of family planning work include traditional conception of birth, imperfect management mechanism of family planning, insufficient propaganda of family planning policy, inadequate service measures of family planning, imperfect reward and support to family planning, Pension insurance system is not perfect and so on. With the continuous development of economy and society, the national conditions of China's population have also undergone tremendous changes. In order to ensure the smooth implementation of the population and family planning policy, the State Family Planning Commission, provinces, municipalities, and districts, The township family planning department carries on periodic or irregular inspection and examination to the lower level family planning department. Nowadays, the assessment indexes at all levels are becoming more and more detailed and scientific, and the requirements of the work are becoming higher and higher. The national family planning department adjusts the population policy in different periods. In the face of the new demands of family planning, the grass-roots departments of family planning are unable to meet the requirements of the new situation in such aspects as the implementation of family planning policies, the use of family planning work methods, the quality of family planning personnel, the construction of management mechanisms, and so on. Nowadays, most of the literature researches on family planning work are carried out by academic researchers from the perspective of policy implementation, the single influencing factor of family planning work or the single aspect of family planning work, and the work analysis of a certain task in a single period in journals. Facing the new working environment of family planning, the research on how to do well the work of family planning at the grass-roots level is still lacking. According to the overall economic and social development of urban and rural areas and the promoting situation of urban-rural integration, this paper takes the family planning work of administrative areas at the township level in Baiyun District of Guangzhou City as the research object, referring to all aspects of the research. A systematic study on family planning work in Baiyun district is carried out. The full text is divided into four parts. The first part is the introduction, the second part is the significance and necessity analysis of the township administrative area family planning work, the third part is the analysis of the present situation of the town level family planning work in Baiyun district and the reason why the work effect is affected. The fourth part is to improve the Baiyun township-level regional family planning work put forward countermeasures. Based on the analysis of the present situation of family planning in the administrative area of Baiyun District, Guangzhou, and the analysis of the causes affecting the results of the work and the countermeasures for improvement, this paper aims to provide a certain reference for improving the management level of fertility planning in the urban and rural areas.
