【摘要】：從1985年7月到2010年11月1日第六次人口普查,山西省翼城縣"晚婚晚育加間隔"二孩生育試點(diǎn)已經(jīng)實(shí)施了25年,是全國唯一持續(xù)這么長時(shí)間的試點(diǎn)地區(qū)。本文以第三、四、五、六次人口普查數(shù)據(jù)、翼城縣計(jì)劃生育報(bào)表、臨汾統(tǒng)計(jì)年鑒和山西省統(tǒng)計(jì)年鑒等有關(guān)數(shù)據(jù)為依據(jù),通過歷史時(shí)期數(shù)據(jù)比較和不同政策實(shí)施地區(qū)比較的方法,對(duì)山西省翼城縣"晚婚晚育加間隔"二孩生育政策試驗(yàn)的實(shí)施效果進(jìn)行分析。結(jié)果表明,在人口控制效果方面,翼城縣的人口規(guī)模、人口增長速度均表現(xiàn)較好,而且出生性別比與全國和山西省相比要更合理些。翼城縣"晚婚晚育加間隔"政策在實(shí)施中出現(xiàn)了高比例的不按政策執(zhí)行的情況。
[Abstract]:From July 1985 to November 1, 2010, the "late marriage, late childbearing and interval" two-child experiment in Yicheng County, Shanxi Province, has been carried out for 25 years, which is the only pilot area in China for such a long time. Based on the data of the third, fourth, fifth and sixth censuses, the family planning report of Yicheng County, the Statistical Yearbook of Linfen and the Statistical Yearbook of Shanxi Province and other relevant data, the method of comparing the historical period data and the regions where different policies are implemented is adopted in this paper. This paper analyzes the effect of "late marriage and late childbearing plus interval" policy test of two children in Yicheng County, Shanxi Province. The results show that the population scale and population growth rate of Yicheng County are better and the birth sex ratio is more reasonable than that of the whole country and Shanxi Province. The policy of "late marriage and late childbearing plus spacing" in Yicheng County has been implemented in high proportion not in accordance with the policy.
