【摘要】：當(dāng)前,世界各國的利益與發(fā)展都受到人口問題的影響,全世界都面臨著有限的自然資源和迅速增長的人口數(shù)量這一現(xiàn)實(shí)狀況,有限資源的減少嚴(yán)重影響著人類的生存與發(fā)展,由此可見人口問題已然成了全球性的重要問題。但人口問題又受到生育政策的影響,不同的生育政策對于人口的抑制和各個國家國民經(jīng)濟(jì)的促進(jìn)與發(fā)展,以及降低有限資源的消耗都有著至關(guān)重要的作用。 中華人民共和國是統(tǒng)一的多民族國家,少數(shù)民族人口雖少,但分布十分廣泛。我國的生育政策規(guī)定“少數(shù)民族也要實(shí)行計(jì)劃生育�！鄙贁�(shù)民族生育政策的核心問題是根據(jù)不同民族和民族地區(qū)的人口數(shù)量、人口分布、自然生存條件以及社會經(jīng)濟(jì)發(fā)展等因素制定相應(yīng)的生育政策,以滿足各民族的需要,從而加快我國國民經(jīng)濟(jì)的發(fā)展。從微觀角度上,一個家庭以有限的經(jīng)濟(jì)收入去撫養(yǎng)和教育兩個或多個孩子,必然會受到較大的影響,致使各少數(shù)民族人口質(zhì)量與素質(zhì)呈下降趨勢。從宏觀角度上,少數(shù)民族人口受舊觀念的影響較深,一直存在人口增長速度過快,普通勞動力遠(yuǎn)遠(yuǎn)超過社會需求,高素質(zhì)勞動力匱乏,導(dǎo)致城市待業(yè)人口和農(nóng)村多余勞動力不斷增多,嚴(yán)重影響了我國整體經(jīng)濟(jì)的發(fā)展。因此,我們迫切需要在國家的指導(dǎo)下實(shí)施計(jì)劃生育政策,加強(qiáng)少數(shù)民族地區(qū)計(jì)劃生育知識宣傳工作,轉(zhuǎn)變少數(shù)民族群眾陳舊的思想,以正確的人生觀和價值觀引導(dǎo)少數(shù)民族人群認(rèn)識并樹立正確的生育觀念,從而有力地控制人口數(shù)量的增長速度,并逐步提高人口素質(zhì),擴(kuò)大經(jīng)濟(jì)規(guī)模和市場需求,確保勞動力供求平衡,以增加經(jīng)濟(jì)收益,這樣才更有利于少數(shù)民族地區(qū)及人群經(jīng)濟(jì)的可持續(xù)發(fā)展,也有助于我國國民經(jīng)濟(jì)的發(fā)展更加快速平穩(wěn)。 本文研究了我國少數(shù)民族生育政策分省份的特點(diǎn),研究了自治地區(qū)少數(shù)民族生育政策的執(zhí)行效果,從而對我國少數(shù)民族人口的發(fā)展做出分析。本文對完善少數(shù)民族生育政策提出了建議,提出穩(wěn)定并完善現(xiàn)行少數(shù)民族生育政策是必要的。
[Abstract]:At present, the interests and development of all countries in the world are affected by the problem of population, and the whole world is faced with the reality of limited natural resources and the rapidly increasing number of people. The reduction of limited resources seriously affects the survival and development of mankind. This shows that the population problem has become an important global problem. However, the population problem is influenced by fertility policy. Different fertility policies play an important role in restraining the population, promoting and developing the national economy of each country, and reducing the consumption of limited resources. The people's Republic of China is a unified multi-ethnic country with a small minority population, but it is widely distributed. China's fertility policy stipulates that "ethnic minorities should also implement family planning." The core issue of the fertility policy for ethnic minorities is to formulate corresponding fertility policies according to the population size, population distribution, natural living conditions and social and economic development of different ethnic groups and regions in order to meet the needs of all ethnic groups. To speed up the development of our national economy. From the micro point of view, a family to raise and educate two or more children with limited economic income will inevitably be greatly affected, resulting in the decline of the quality and quality of the minority population. From a macro point of view, the ethnic minority population is deeply influenced by the old ideas. There has always been a rapid population growth rate, the ordinary labor force has far exceeded the social demand, and the high-quality labor force is scarce. As a result, the urban unemployed population and the rural surplus labor force are increasing, which seriously affects the development of our country's economy as a whole. Therefore, we urgently need to implement the family planning policy under the guidance of the state, strengthen the propaganda of family planning knowledge in minority areas, and change the outdated thinking of the minority people. With the correct outlook on life and values, we should guide the minority people to understand and establish the correct conception of fertility, so as to control the growth rate of the population, improve the quality of the population step by step, and expand the economic scale and market demand. To ensure the balance of labor supply and demand, to increase economic benefits, this is more conducive to the sustainable development of minority areas and the population economy, but also conducive to the development of China's national economy faster and more stable. This paper studies the characteristics of the ethnic minority fertility policy in the provinces of China, studies the implementation effect of the minority fertility policy in autonomous areas, and makes an analysis of the development of the minority population in China. This paper puts forward some suggestions to improve the policy of minority fertility, and points out that it is necessary to stabilize and perfect the present policy of minority fertility.
