【摘要】：摘要：計(jì)劃生育是我國的基本國策之一,而農(nóng)村的人口問題是我國計(jì)劃生育工作中尤為突出和亟需解決的問題,也是制約我國社會(huì)與經(jīng)濟(jì)發(fā)展的主要因素。如何解決農(nóng)村的人口和計(jì)劃生育規(guī)劃化管理問題,是一個(gè)重要的課題,其意義不僅在于控制人口增長,更在于改善人口結(jié)構(gòu)、提高人口素質(zhì)、促進(jìn)人口再生產(chǎn)。 本文以科學(xué)發(fā)展觀為指導(dǎo)思想,以人口現(xiàn)代化為基線,結(jié)合樂清市的實(shí)際情況,綜合運(yùn)用統(tǒng)計(jì)、公安、衛(wèi)生、教育和人口計(jì)生等部門單位相關(guān)數(shù)據(jù),采用科學(xué)的方法,對農(nóng)村人口和計(jì)劃生育管理現(xiàn)狀進(jìn)行了客觀調(diào)查,尤其針對農(nóng)村人口和計(jì)劃生育管理工作中的合法性、有效性,流動(dòng)人口計(jì)生管理規(guī)范化及農(nóng)村養(yǎng)老等重點(diǎn)問題分別進(jìn)行了評估和深入分析,找準(zhǔn)了當(dāng)前樂清市農(nóng)村計(jì)劃生育政策實(shí)施中的主要問題。同時(shí),從一個(gè)農(nóng)村基層計(jì)劃生育工作者出發(fā),提出了解決問題的政策建議,理清了下一步工作思路和重點(diǎn)。總之,在新的發(fā)展形勢下,地方政府應(yīng)該轉(zhuǎn)變計(jì)劃生育觀念,以優(yōu)質(zhì)服務(wù)理念為指導(dǎo),重視政府職能的發(fā)揮,并以此為優(yōu)化依據(jù)進(jìn)行整理合并,多元治理,以提升地方計(jì)劃生育管理規(guī)范化意識(shí),為構(gòu)建和諧人口社會(huì)做出相應(yīng)的貢獻(xiàn)。
[Abstract]:Absrtact: family planning is one of the basic national policies of our country, and the population problem in the countryside is the most outstanding and urgent problem in the family planning work of our country, and it is also the main factor that restricts the social and economic development of our country. How to solve the problem of population and family planning management in rural areas is an important subject. Its significance lies not only in controlling population growth, but also in improving population structure, improving population quality and promoting population reproduction. This article takes the scientific development view as the guiding ideology, takes the population modernization as the baseline, unifies the Yueqing city's actual situation, synthetically uses the statistics, the public security, the health, the education and the population family planning and so on the department unit correlation data, adopts the scientific method. The current situation of rural population and family planning management has been investigated objectively, especially with regard to the legitimacy and effectiveness of rural population and family planning management. Based on the evaluation and in-depth analysis of the key issues such as the standardization of family planning management of floating population and the old-age care in rural areas, the main problems in the implementation of rural family planning policy in Yueqing City have been identified. At the same time, starting from a rural grass-roots family planning worker, this paper puts forward some policy suggestions to solve the problem, and clarifies the thought and focus of the next step. In short, under the new development situation, local governments should change the concept of family planning, take the concept of quality service as a guide, attach importance to the exertion of government functions, and take this as the basis for optimization and consolidation and pluralistic governance. In order to promote the standardized consciousness of local family planning management and make corresponding contribution to the construction of harmonious population society.
