【摘要】：在城鄉(xiāng)一體化、快速城鎮(zhèn)化、少子高齡化的宏觀背景下,日益增長(zhǎng)的老齡人口經(jīng)濟(jì)社會(huì)需求與社會(huì)供給明顯不足之間的矛盾不斷加深。與此同時(shí),農(nóng)村的快速老齡化也對(duì)農(nóng)業(yè)生產(chǎn)率、國(guó)民儲(chǔ)蓄率和養(yǎng)老金的收支平衡等都造成了不同程度的影響。針對(duì)上述問(wèn)題,必須以積極樂(lè)觀發(fā)展的社會(huì)心態(tài)看待老齡化,采取鼓勵(lì)促進(jìn)社會(huì)資本參與養(yǎng)老服務(wù)體系建設(shè),推進(jìn)實(shí)施老齡津貼和老年護(hù)理保險(xiǎn),積極倡導(dǎo)精神贍養(yǎng),淡化社會(huì)成員的流動(dòng)借以支撐居家養(yǎng)老等措施。
[Abstract]:Under the macroscopic background of urban-rural integration, rapid urbanization and aging of fewer children, the contradiction between the increasing economic and social needs of the elderly and the obvious shortage of social supply is deepening. In view of the above-mentioned problems, we must treat aging with a positive and optimistic social attitude, adopt measures such as encouraging social capital to participate in the construction of the old-age service system, promoting the implementation of the old-age allowance and old-age care insurance, actively advocating spiritual support, and weakening the mobility of social members to support home-based old-age support.
