【摘要】：我國(guó)人口基數(shù)大的國(guó)情決定了我國(guó)的老齡化是一個(gè)規(guī)模極大和發(fā)展特別迅速的過(guò)程。高齡老人失能情況的增多對(duì)專人之照護(hù)提出了要求。我國(guó)長(zhǎng)期以來(lái)都是把這一責(zé)任交給家庭去承擔(dān),照護(hù)費(fèi)用及人力全部由家庭內(nèi)部解決。然而計(jì)劃生育政策帶來(lái)的年齡結(jié)構(gòu)不均衡與代際遞減下家庭結(jié)構(gòu)的巨大變化,使得獨(dú)生子女成家后如何對(duì)雙方年邁失能父母進(jìn)行照護(hù),高收費(fèi)且參差不齊的照護(hù)機(jī)構(gòu)如何規(guī)范,家庭無(wú)力負(fù)擔(dān)時(shí)如何應(yīng)對(duì)等問(wèn)題走向社會(huì)的視野。社會(huì)問(wèn)題需要社會(huì)法來(lái)規(guī)制。照護(hù)風(fēng)險(xiǎn)作為生存風(fēng)險(xiǎn)的一種已然成為社會(huì)風(fēng)險(xiǎn)。長(zhǎng)期照護(hù)保險(xiǎn)作為一種在德國(guó)、日本和我國(guó)臺(tái)灣地區(qū)形成和使用的社會(huì)保險(xiǎn)類型,在應(yīng)對(duì)該問(wèn)題上有著較為成熟的經(jīng)驗(yàn)。目前我國(guó)也已經(jīng)開始了長(zhǎng)期護(hù)理保險(xiǎn)制
[Abstract]:The large population base of our country determines that the aging of our country is a process of great scale and rapid development. The increasing disability of the elderly requires special care. For a long time, our country has entrusted this responsibility to the family, and the care cost and manpower are all solved by the family. However, the imbalance in age structure brought about by the family planning policy and the tremendous changes in family structure under the declining intergenerational situation have made it possible for the one-child family to take care of the elderly disabled parents of both sides after they are married, and how to regulate the care institutions that are expensive and uneven. How to deal with the problems when the family can not afford to go to the vision of society. Social problems need to be regulated by social law. Care risk as a survival risk has become a social risk. As a kind of social insurance which is formed and used in Germany, Japan and Taiwan, long-term care insurance has more mature experience in dealing with this problem. At present, China has also started the long-term care insurance system
