【摘要】：計劃生育獎勵扶助制度是對農(nóng)村部分計劃生育家庭給予獎勵的一種農(nóng)村養(yǎng)老制度,該制度2004年開始在我國部分地區(qū)試點,2005年擴大試點,2006年在全國范圍內(nèi)全面鋪開,制度把計劃生育獎勵與農(nóng)村養(yǎng)老結(jié)合起來,對保障農(nóng)村獨生子女戶和二女結(jié)扎戶家庭的權(quán)利、穩(wěn)定低生育水平起到了重要的作用,是我國計劃生育法規(guī)更顯人性化的表現(xiàn),該制度也是我國農(nóng)村養(yǎng)老保障體系的有益補充。文章將三個不同民族聚居的鄉(xiāng)鎮(zhèn)及三都縣作為樣本點,采用與政策執(zhí)行者(計生工作者及鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo))與政策受益者(享受獎勵扶助的老人)的訪談方式,對比分析不同民族、不同經(jīng)濟發(fā)展鄉(xiāng)鎮(zhèn)獎勵扶助制度的執(zhí)行情況,包括經(jīng)濟發(fā)展水平不同鄉(xiāng)鎮(zhèn)、不同民族的執(zhí)行效果、制度受益人的反應(yīng)等,分析了制度執(zhí)行過程中經(jīng)濟基礎(chǔ)與計生工作基礎(chǔ)的影響,剖析了政策的執(zhí)行效果與存在的問題,針對當(dāng)?shù)氐膶嶋H狀況,提出了國家財政的扶持、制定合理工作重心、采取多樣的宣傳方式、創(chuàng)造婦女就業(yè)崗位、強化當(dāng)?shù)氐耐恋仞B(yǎng)老功能等建議措施,以期為該項制度的完善提出對三都縣的計生工作及農(nóng)村養(yǎng)老政策提供有益的借鑒。
[Abstract]:The family planning reward and support system is a rural old-age support system that rewards some family planning families in rural areas. The system began to be piloted in some parts of China in 2004, expanded in 2005, and was rolled out across the country in 2006. The system combines family planning awards with rural old-age support, plays an important role in protecting the rights of rural one-child households and two-daughter households, and stabilizing the low fertility level, and is a more humanized manifestation of our family planning laws and regulations. This system is also a beneficial supplement to the rural old-age security system in China. This paper takes three villages and towns and Sandu counties with different ethnic groups as sample points, and uses interviews with policy executors (family planning workers and township leaders) and policy beneficiaries (elderly people who enjoy rewards and support) to compare and analyze different ethnic groups. The implementation of the incentive and support system in different towns and townships with different economic development levels, including the implementation effects of different townships and towns with different levels of economic development, and the response of the beneficiaries of the system, etc. This paper analyzes the influence of economic base and family planning work foundation in the process of system implementation, analyzes the effect of policy implementation and the existing problems, and puts forward the support of the state finance and the formulation of the reasonable work center according to the actual situation of the local government. We should adopt various propaganda methods, create women's jobs and strengthen the function of local land for the aged, so as to provide useful reference for the improvement of this system for the family planning work and the rural old-age policy in Sandu County.
