【摘要】：自我國(guó)推行計(jì)劃生育基本國(guó)策以來(lái),取得了舉世矚目的成果。在看到成績(jī)的同時(shí),我們也不能忽視當(dāng)時(shí)這種以控制人口過(guò)快增長(zhǎng)為主要目的的計(jì)劃生育政策所帶來(lái)的負(fù)面因素,如農(nóng)村中部分實(shí)行了計(jì)劃生育的家庭并沒(méi)有富起來(lái)反而成為新的弱勢(shì)群體。城市中的獨(dú)生子女家庭父母已逐步邁入老齡階段,面臨著子女遠(yuǎn)在外地工作而無(wú)法照顧父母的局面。在執(zhí)行計(jì)劃生育政策的過(guò)程中,我們通過(guò)長(zhǎng)時(shí)間實(shí)踐探索和深入分析,幫助計(jì)生家庭解決實(shí)際生活困難、發(fā)展生產(chǎn),對(duì)實(shí)行計(jì)劃生育的家庭給予適當(dāng)和必要的利益補(bǔ)償,產(chǎn)生了積極的社會(huì)效果。這種工作思路和方法的轉(zhuǎn)變使我們?cè)诠ぷ髦胁扇×诵碌恼?我們稱之為計(jì)劃生育利益導(dǎo)向政策。隨著我們工作的不斷規(guī)范,這種政策被作為一種制度和體制固定下來(lái),也就是我們所說(shuō)計(jì)劃生育利益導(dǎo)向機(jī)制。由于我國(guó)實(shí)行計(jì)劃生育的家庭數(shù)量非常多,雖然改革開(kāi)放以來(lái)我國(guó)經(jīng)濟(jì)實(shí)現(xiàn)了高速增長(zhǎng),但還不夠發(fā)達(dá),建立利益導(dǎo)向機(jī)制以來(lái)政府對(duì)計(jì)劃生育家庭的補(bǔ)償性質(zhì)的物質(zhì)獎(jiǎng)勵(lì)數(shù)額增長(zhǎng)速度相對(duì)于經(jīng)濟(jì)的增長(zhǎng)速度和物價(jià)的上漲速度顯得緩慢,政策的誘導(dǎo)效果正在呈逐步減弱態(tài)勢(shì)。因此,在全面建設(shè)小康社會(huì)的新形勢(shì)下如何探索增加新的更有力度和效果的利益導(dǎo)向機(jī)制,使自覺(jué)實(shí)行計(jì)劃生育的家庭得到更多的利益補(bǔ)償,最大程度上解決他們目前生活中存在的實(shí)際困難,并從長(zhǎng)遠(yuǎn)上解決到計(jì)劃生育家庭即將面臨的養(yǎng)老問(wèn)題,成為擺在我們計(jì)劃生育工作者面前的一個(gè)重要而富有戰(zhàn)略性和前瞻性的課題。 本文結(jié)合計(jì)劃生育利益導(dǎo)向機(jī)制在鞏義市的實(shí)施情況和本人幾年來(lái)從事計(jì)劃生育工作的實(shí)踐經(jīng)驗(yàn),以計(jì)劃生育利益導(dǎo)向機(jī)制為研究對(duì)象,通過(guò)對(duì)目前鞏義市在實(shí)施利益導(dǎo)向機(jī)制中存在的問(wèn)題及原因進(jìn)行分析,積極探討如何完善鞏義市的計(jì)劃生育利益導(dǎo)向機(jī)制,從而推動(dòng)鞏義市人口和計(jì)劃生育工作再上新臺(tái)階。全文共分四個(gè)章節(jié)對(duì)相關(guān)問(wèn)題進(jìn)行了論述。 第一部分闡述了本文選題源起和意義、國(guó)內(nèi)計(jì)劃生育利益導(dǎo)向機(jī)制研究現(xiàn)狀,說(shuō)明了本文的運(yùn)用的理論工具、研究方法、框架解構(gòu)、創(chuàng)新之處和不足之處。 第二部分闡述了計(jì)劃生育利益導(dǎo)向機(jī)制的內(nèi)涵及特點(diǎn)、計(jì)劃生育利益導(dǎo)向機(jī)制實(shí)施途徑和內(nèi)容、建立和完善計(jì)劃生育利益導(dǎo)向機(jī)制的重要意義和我國(guó)計(jì)劃生育利益導(dǎo)向機(jī)制的發(fā)展歷程,并對(duì)其發(fā)展過(guò)程中的典型政策做了簡(jiǎn)要介紹。 第三部分詳細(xì)介紹了計(jì)劃生育利益導(dǎo)向機(jī)制在鞏義的實(shí)施現(xiàn)狀,指出了運(yùn)行過(guò)程中存在的問(wèn)題,并對(duì)在實(shí)施過(guò)程中存在問(wèn)題的原因進(jìn)行了分析。 第四部分將立足于鞏義市的經(jīng)濟(jì)社會(huì)實(shí)際,探索進(jìn)一步完善計(jì)劃生育利益導(dǎo)向機(jī)制的對(duì)策。
[Abstract]:Since the implementation of the basic national policy of family planning in China, it has achieved remarkable results. While seeing the achievements, we should not lose sight of the negative factors brought about by the family planning policy, which was aimed at controlling the rapid growth of the population at that time. For example, some family planning families in rural areas are not rich, but become a new vulnerable group. The parents of the one-child family in the city have gradually stepped into the old age stage and are faced with the situation that their children are far away from work and can not take care of their parents. In the course of carrying out the family planning policy, we have, through a long period of practical exploration and in-depth analysis, helped the family planning family to solve their real life difficulties, develop production, and provide appropriate and necessary benefit compensation to families who carry out family planning. Has produced the positive social effect. This kind of work thought and method change made us adopt new policy in the work, we call it family planning benefit-oriented policy. With the constant standardization of our work, this policy has been established as a system and system, that is, the interest-oriented mechanism of family planning. As the number of families implementing family planning in China is very large, although China's economy has achieved rapid growth since the reform and opening up, it is still not developed enough. Since the establishment of the benefit oriented mechanism, the amount of material rewards that the government compensates for family planning families has increased slowly compared with the economic growth rate and the price increase rate, and the induced effect of the policy is gradually weakening. Therefore, under the new situation of building a well-to-do society in an all-round way, how to explore new and more effective benefit-oriented mechanisms so that families who consciously carry out family planning can get more benefit compensation? To the greatest extent possible, to solve the practical difficulties existing in their current lives, and to solve in the long run the pension problems facing family planning families. Become an important and full of strategic and forward-looking topic in front of our family planning workers. Based on the implementation of the family planning interest oriented mechanism in Gongyi City and my practical experience in family planning work in recent years, this paper takes the family planning interest oriented mechanism as the research object. Based on the analysis of the problems and reasons existing in the implementation of interest oriented mechanism in Gongyi City at present, this paper probes into how to improve the benefit oriented mechanism of family planning in Gongyi City, so as to promote the population and family planning work in Gongyi City to a new level. The full text is divided into four chapters to discuss the related issues. The first part describes the origin and significance of this topic, the current situation of domestic family planning interest oriented mechanism research, explains the use of theoretical tools, research methods, framework deconstruction, innovation and shortcomings. The second part expounds the connotation and characteristics of the interest oriented mechanism of family planning, the ways and contents of the implementation of the benefit oriented mechanism of family planning. The important significance of establishing and perfecting the interest oriented mechanism of family planning and the development course of the benefit oriented mechanism of family planning in China are introduced briefly, and the typical policies in the process of development are also briefly introduced. The third part introduces the current situation of the implementation of the benefit oriented mechanism of family planning in Gongyi in detail, points out the problems existing in the process of operation, and analyzes the causes of the problems in the process of implementation. The fourth part will be based on the economic and social reality of Gongyi City, explore the further improvement of family planning interest-oriented mechanism.
