【摘要】：當(dāng)代人們文化素質(zhì)修養(yǎng)的提高,育齡群眾的生育觀念有了非常明顯的轉(zhuǎn)變,這一思想觀念的轉(zhuǎn)變使得一直被我國視為第一難事的人口與計(jì)劃生育工作更容易執(zhí)行,但是我國是個農(nóng)業(yè)人口占全國人口大多數(shù)的農(nóng)業(yè)大國,在廣大的農(nóng)村地區(qū),育齡人群的受教育程度較低,很多封建傳統(tǒng)思想如“養(yǎng)兒防老”等依然影響著育齡人群,因此農(nóng)村計(jì)劃生育工作依然是當(dāng)前計(jì)劃生育工作的重中之重。為了更好的落實(shí)執(zhí)行農(nóng)村的計(jì)劃生育工作,農(nóng)村的計(jì)生專干們以及村級領(lǐng)導(dǎo)干部們一直在努力探索,國家也相應(yīng)地出臺了諸多政策等,如此種種使得計(jì)劃生育工作執(zhí)行起來更具親情化,更加有章可循了。但在當(dāng)前新形勢下又存在著很多新的問題,計(jì)劃生育工作作為我國的一項(xiàng)基本國策,在各級目標(biāo)管理考核中又占有重要地位,并實(shí)行“一票否決”,因此在實(shí)際的工作實(shí)踐中,必須要堅(jiān)持“經(jīng)常抓,抓經(jīng)常”,才能夠確保將計(jì)生工作任務(wù)落到實(shí)處。2011年7月安徽省計(jì)劃生育委員會與合肥高校大學(xué)生合作到安徽各縣市農(nóng)村進(jìn)行計(jì)劃生育工作情況進(jìn)行調(diào)查,現(xiàn)將廬江縣礬山鎮(zhèn)計(jì)劃生育工作的調(diào)查情況報(bào)告如下：
[Abstract]:With the improvement of the cultural quality of contemporary people, the fertility concept of the people of childbearing age has undergone a very obvious change. This ideological change has made it easier to carry out the work of population and family planning, which has always been regarded as the most difficult task in our country. However, China is a large agricultural country with a large agricultural population. In the vast rural areas, the educational level of the childbearing age group is relatively low. Many feudal traditional ideas such as "raising children to prevent the elderly" still affect the population of child-bearing age. Therefore, the rural family planning work is still the top priority of the current family planning work. In order to better implement family planning work in rural areas, rural family planning professionals and leading cadres at the village level have been working hard to explore, and the state has issued many policies accordingly. So all kinds of family planning work to carry out a more affectionate, more rules-based. However, under the new situation, there are many new problems. Family planning, as a basic national policy of our country, occupies an important position in the assessment of objective management at all levels, and implements "one vote veto", so in the actual work practice, We must persist in "grasping and grasping frequently". In July 2011, the Family Planning Commission of Anhui Province, in cooperation with college students in Hefei, carried out a survey on family planning work in rural areas in various counties and cities of Anhui Province.
