【摘要】：人口老齡化危機(jī)的不斷加劇,不僅導(dǎo)致養(yǎng)老金、公共醫(yī)療支出等老齡化成本大幅上升,而且還造成勞動(dòng)力人口逐漸萎縮和勞動(dòng)力老齡化,這將對中國的社會(huì)經(jīng)濟(jì)特別是社會(huì)保障的財(cái)政可持續(xù)性造成較大沖擊。為有效應(yīng)對人口老齡化以及勞動(dòng)力市場供給不足的挑戰(zhàn),應(yīng)在個(gè)人、企業(yè)和政府三個(gè)層次進(jìn)行年齡管理,以促進(jìn)老年勞動(dòng)力延長工作周期,提高工作質(zhì)量。政府可以從改革養(yǎng)老金和退休政策入手,鼓勵(lì)和支持企業(yè)實(shí)施年齡管理策略,改善老年勞動(dòng)者健康和工作條件,加強(qiáng)終身學(xué)習(xí)、在職教育和培訓(xùn),消除影響老年勞動(dòng)力持續(xù)就業(yè)的制度性障礙。
[Abstract]:The increasing crisis of population aging has not only led to a sharp rise in the cost of aging, such as pensions and public health expenditure, but also caused the shrinking of the labour force and the ageing of the workforce. This will have a great impact on China's social economy, especially the financial sustainability of social security. In order to effectively meet the challenge of aging population and insufficient supply of labor market, age management should be carried out at the three levels of individual, enterprise and government, in order to promote the elderly labor force to prolong the working cycle and improve the quality of work. Starting with reforming pension and retirement policies, the government can encourage and support enterprises to implement age management strategies, improve the health and working conditions of older workers, and strengthen lifelong learning, on-the-job education and training. Remove the institutional barriers that affect the sustainable employment of the elderly labor force.
