【摘要】：隨著中國社會(huì)流動(dòng)性的加強(qiáng),對(duì)于許多人口流入型地區(qū),越來越需要尋找外來人口參與地方社會(huì)治理的有效機(jī)制。通過對(duì)上海奉賢區(qū)橋村外來人口參與社會(huì)治理的創(chuàng)新經(jīng)驗(yàn)的實(shí)地考查和分析,發(fā)現(xiàn)在村鎮(zhèn)兩級(jí)的積極統(tǒng)籌下,通過設(shè)立來奉人員服務(wù)管理委員會(huì),實(shí)施多元并舉的外來人口參與自治機(jī)制,以及文化引領(lǐng)和舉辦社區(qū)活動(dòng),外來人口較為有效地參與到村域治理體系。外來人口參與之所以能夠有為,其核心在于外來人口的部分精英被成功吸納,啟用民間人情社會(huì)網(wǎng)絡(luò),以及由外來人口參與所形成的語言、心理和文化上的治理契合性。外來人口之所以愿意參與,其背后蘊(yùn)藏著一種綜合性激勵(lì)機(jī)制,包括社會(huì)地位生產(chǎn)、社區(qū)認(rèn)同建構(gòu)以及更為現(xiàn)實(shí)的利益激勵(lì)。
[Abstract]:With the strengthening of social mobility in China, it is more and more necessary to find an effective mechanism for foreign population to participate in local social governance for many inflow regions. Through the field investigation and analysis of the innovative experience of participating in the social governance of the migrant population in the bridge village of Fengxian District in Shanghai, it is found that under the active coordination of the two levels of villages and towns, through the establishment of the personnel Service Management Committee, The implementation of the mechanism of participation of the foreign population in autonomy, and the cultural guidance and organization of community activities, and the effective participation of the foreign population in the governance system of the village. The core of the participation of the foreign population lies in the successful absorption of some elites of the foreign population, the use of the social network of folk feelings, and the linguistic, psychological and cultural governance fit formed by the participation of the foreign population. There is a comprehensive incentive mechanism behind the participation of the foreign population, including social status production, community identity construction and more realistic interest incentives.
