【摘要】：隨著經(jīng)濟社會的發(fā)展，人口素質(zhì)水平對經(jīng)濟社會發(fā)展的影響越來越大。人口素質(zhì)不僅對人口變動本身產(chǎn)生重要影響，而且決定著一個社會的可持續(xù)發(fā)展能否順利進行。在當(dāng)今知識經(jīng)濟發(fā)展時代，，人口素質(zhì)高低是各國競爭力的核心體現(xiàn)，提高人口素質(zhì)已成為各國可持續(xù)發(fā)展的首要目標(biāo)。本文根據(jù)第六次人口普查資料，對吉林省人口素質(zhì)的變動情況展開了分析。 論文首先對國內(nèi)外有關(guān)人口素質(zhì)的相關(guān)研究進行了梳理，確定了論文的研究思路與方法。在此基礎(chǔ)上，論文運用不同指標(biāo)分析了近10年來吉林省人口素質(zhì)的變化及其特征。接著，論文進一步討論了人口素質(zhì)高低對人口、經(jīng)濟、社會發(fā)展的影響。最后，論文針對吉林省存在的人口素質(zhì)問題，提出了相關(guān)的對策。 近年來吉林省整體人口素質(zhì)有較大幅度提高，但是仍然存在諸如教育發(fā)展水平城鄉(xiāng)差異較大、專業(yè)技術(shù)人才短缺及人才外流現(xiàn)象嚴(yán)重等一系列問題，這些問題對吉林省經(jīng)濟社會發(fā)展產(chǎn)生了一系列不利影響。對此，全社會各方面要積極應(yīng)對，一是要提倡優(yōu)生優(yōu)育，防止出生缺陷；二是要積極推動教育公平，完善農(nóng)村地區(qū)的辦學(xué)條件與教學(xué)質(zhì)量；三是要發(fā)展職業(yè)教育，加強對勞動者技能的培訓(xùn)；四是要加大科技投入，確立人才優(yōu)先發(fā)展戰(zhàn)略布局，留住高層次人才。
[Abstract]:With the development of economy and society, the level of population quality has more and more influence on economic and social development. The quality of the population not only has an important influence on the population change itself, but also determines whether the sustainable development of a society can proceed smoothly. In the era of knowledge economy development, the level of population quality is the core of the competitiveness of each country, and improving the quality of the population has become the primary goal of sustainable development. Based on the data of the sixth census, this paper analyzes the change of population quality in Jilin Province. Firstly, the paper combs the related research on population quality at home and abroad, and determines the research ideas and methods. On this basis, the paper analyzes the changes and characteristics of population quality in Jilin Province in the past 10 years by using different indicators. Then, the paper discusses the influence of population quality on population, economy and social development. Finally, the paper puts forward the relevant countermeasures in view of the problem of population quality in Jilin province. In recent years, the overall quality of the population in Jilin Province has been greatly improved, but there are still a series of problems such as the greater difference in the level of educational development between urban and rural areas, the shortage of professional and technical personnel, and the phenomenon of brain drain, etc. These problems have produced a series of adverse effects on the economic and social development of Jilin Province. To this end, the whole society should actively deal with this. First, it should advocate good birth and education and prevent birth defects; second, it should actively promote education equity and improve the conditions for running schools and teaching quality in rural areas; third, it should develop vocational education. Fourth, it is necessary to increase investment in science and technology, establish the strategic layout of talent development priority, and retain high-level talents.
