【摘要】：文章以十八大提出"促進(jìn)人口長(zhǎng)期均衡發(fā)展"的戰(zhàn)略目標(biāo)為依據(jù),從三個(gè)方面論述了促進(jìn)國(guó)防人口長(zhǎng)期均衡發(fā)展的問(wèn)題。一是提出并論述了國(guó)防人口長(zhǎng)期均衡發(fā)展的基本內(nèi)涵,認(rèn)為國(guó)防人口長(zhǎng)期均衡就是國(guó)防人口的"長(zhǎng)期安全",包括數(shù)量均衡、質(zhì)量均衡、結(jié)構(gòu)均衡。而數(shù)量均衡不僅指絕對(duì)量均衡,而且指相對(duì)量均衡。二是從量和質(zhì)兩個(gè)方面分析了當(dāng)前我國(guó)國(guó)防人口的"非均衡"狀態(tài),認(rèn)為,在量的方面,"供給短缺"是不可忽視的客觀現(xiàn)實(shí);在質(zhì)的方面,身體素質(zhì)偏低成為影響部隊(duì)?wèi)?zhàn)斗力的重要因素。三是從人口學(xué)角度提出了促進(jìn)國(guó)防人口長(zhǎng)期均衡發(fā)展的對(duì)策建議,主要包括完善人口調(diào)節(jié)、人力資源開發(fā)和人口社會(huì)保障等政策,并強(qiáng)調(diào)各項(xiàng)政策制度必須密切協(xié)調(diào)和合理搭配。
[Abstract]:Based on the strategic goal of "promoting the long-term balanced development of population" put forward by the 18th National Congress, this paper discusses the problems of promoting the long-term balanced development of the national defense population from three aspects. First, it puts forward and discusses the basic connotation of the long-term balanced development of the national defense population, and holds that the long-term equilibrium of the national defense population is the "long-term security" of the national defense population, including the quantitative equilibrium, the quality equilibrium and the structural equilibrium. The quantitative equilibrium not only refers to the absolute equilibrium, but also refers to the relative equilibrium. Second, it analyzes the "unbalanced" state of our national defense population in terms of both quantity and quality, and holds that, in terms of quantity, "shortage of supply" is an objective reality that cannot be ignored; in terms of quality, "shortage of supply" is an objective reality that cannot be ignored; in terms of quality, Low physical fitness has become an important factor affecting the combat effectiveness of the army. Third, from the demographic point of view, it puts forward countermeasures and suggestions to promote the long-term balanced development of the national defense population, mainly including improving population regulation, human resources development and population social security policies. And stressed that all policies and systems must be closely coordinated and reasonable collocation.
