【摘要】：進入新世紀以來，新疆阿勒泰地區(qū)在加強公共管理和公共服務的基礎上，積極引導農牧區(qū)人口向城鎮(zhèn)轉移，，以適應工業(yè)化、城鎮(zhèn)化和農牧業(yè)現代化的要求。阿勒泰地區(qū)屬于我國邊疆欠發(fā)達地區(qū)、經濟基礎薄弱、城鎮(zhèn)化水平較低、農牧區(qū)人口基數大及二、三產業(yè)發(fā)展較緩慢，在農牧民人口轉移過程中，出現了人口轉移進城空間有限，未做好農牧民人口轉移的管理統(tǒng)籌，缺乏完善的農牧民人口轉移政策以及未做好對轉移農牧民人口的教育等問題。因此，對阿勒泰地區(qū)城鎮(zhèn)化進程中農牧民人口轉移問題進行分析研究，具有十分重要的理論與實踐意義。 本文以阿勒泰地區(qū)農牧民人口轉移問題為研究對象，在走訪調研和掌握一手資料與數據的基礎上，分析了農牧民人口轉移的宏觀背景，城鎮(zhèn)化的發(fā)展進程、農牧民人口轉移的階段特征以及在城鎮(zhèn)化進程中農牧民人口轉移上所采取的主要措施。通過對阿勒泰地區(qū)農牧民人口轉移現狀的分析研究，作者提出了制定農牧民人口轉移的目標與定位、優(yōu)化農牧區(qū)人口轉移的硬環(huán)境、統(tǒng)籌農牧區(qū)人口轉移和現代農牧業(yè)發(fā)展、加強資源開發(fā)管理、完善農牧區(qū)人口轉移政策措施以及加強城鎮(zhèn)公共安全管理與服務等解決問題的對策。
[Abstract]:Since the new century, Xinjiang Aletai region, on the basis of strengthening public management and public service, actively guides the population of agricultural and pastoral areas to cities and towns, in order to adapt to the requirements of industrialization, urbanization and the modernization of agriculture and animal husbandry. The Aletai area belongs to the underdeveloped areas of China's border areas, the economic foundation is weak, the level of urbanization is low, and the population of agricultural and pastoral areas. The large base number, the two and the three industry are developing slowly. In the process of the migration of farmers and herdsmen, there is a limited space for the transfer of population to the city, not a good management of the transfer of the population of the farmers and herdsmen, the lack of a perfect policy for the transfer of the population of the farmers and herdsmen, and the lack of education for the transfer of the population of the farmers and herdsmen. It is of great theoretical and practical significance to conduct an analysis and study of Cheng Zhongnong's herdsmen's population transfer.
In this paper, the problem of population transfer of farmers and herdsmen in Aletai is studied. On the basis of investigation and mastering the data and data of one hand, this paper analyzes the macro background of the migration of farmers and herdsmen, the development process of urbanization, the stage characteristics of the migration of farmers and herdsmen, and the main reasons for the transfer of the population of farmers and herdsmen in the process of urbanization. Through the analysis and study of the present situation of the population transfer of farmers and herdsmen in Aletai, the author puts forward the goal and orientation of making the population transfer of farmers and herdsmen, optimizes the hard environment of the transfer of population in the agricultural and pastoral areas, co-ordinate the population transfer and the development of modern agriculture and animal husbandry in the agricultural and pastoral areas, strengthen the management of resource opening and development, and improve the policies and measures for the transfer of population in the agricultural and pastoral areas. And strengthen the management and service of urban public safety.
