【摘要】: 近些年來,鄂爾多斯市在加強(qiáng)公共管理和公共服務(wù)的基礎(chǔ)上,大力轉(zhuǎn)移農(nóng)牧區(qū)人口,以適應(yīng)工業(yè)化、城市化和農(nóng)牧業(yè)現(xiàn)代化的要求。鄂爾多斯市立足自身、經(jīng)濟(jì)實(shí)力雄厚、城鎮(zhèn)化水平較高、農(nóng)牧區(qū)人口基數(shù)小及二三產(chǎn)業(yè)發(fā)展迅速等優(yōu)勢(shì),一方面積極發(fā)展現(xiàn)代農(nóng)牧業(yè),提高農(nóng)牧業(yè)生產(chǎn)力水平,促使大量農(nóng)牧區(qū)人口從土地上解放出來,向城鎮(zhèn)和二三產(chǎn)業(yè)轉(zhuǎn)移;另一方面,不斷完善農(nóng)牧區(qū)人口轉(zhuǎn)移后的公共服務(wù)體系,形成了就業(yè)、教育、養(yǎng)老、醫(yī)療、住房、生活補(bǔ)貼等完善的社會(huì)保障體系。在促進(jìn)農(nóng)牧民收入水平、生活水平、保障水平明顯提高的基礎(chǔ)上,也客觀上提高了農(nóng)牧業(yè)資源人均占有量,逆向拉動(dòng)了農(nóng)牧區(qū)、農(nóng)牧業(yè)發(fā)展,同時(shí)推動(dòng)了工業(yè)化、城市化步伐進(jìn)一步加快。 農(nóng)牧區(qū)人口轉(zhuǎn)移是一項(xiàng)系統(tǒng)的社會(huì)工程,其公共管理性極為廣泛和深刻。目前,鄂爾多斯市雖將農(nóng)牧區(qū)人口轉(zhuǎn)移納入公共管理和公共服務(wù)領(lǐng)域,但對(duì)其轉(zhuǎn)移環(huán)境、政策體系、機(jī)制體制等內(nèi)容的內(nèi)涵和外延仍未充分認(rèn)識(shí)和把握,諸如逐步涌現(xiàn)出的城鎮(zhèn)容納力不足、就業(yè)崗位有限、社會(huì)保障水平不高、后續(xù)引導(dǎo)和服務(wù)不配套、轉(zhuǎn)移后資源利用及管理不到位等深層次困擾問題,尚未納入議事日程,亟待政府進(jìn)一步拓寬農(nóng)牧區(qū)人口轉(zhuǎn)移公共管理范疇,拓展農(nóng)牧區(qū)人口轉(zhuǎn)移公共服務(wù)領(lǐng)域,進(jìn)一步配套完善的公共政策體系,提升有效的公共服務(wù),促進(jìn)農(nóng)牧區(qū)人口扎實(shí)、有序、穩(wěn)定轉(zhuǎn)移,推動(dòng)城鄉(xiāng)協(xié)調(diào)發(fā)展。 針對(duì)上述不足,文章提出如下了具體對(duì)策建議:一是政府及相關(guān)部門要將農(nóng)牧區(qū)人口轉(zhuǎn)移擺在更加重要和緊迫的位置上;二是要圍繞發(fā)展城鎮(zhèn)二三產(chǎn)業(yè)、改善城鎮(zhèn)環(huán)境、降低城鎮(zhèn)生活成本等內(nèi)容,優(yōu)化農(nóng)牧區(qū)人口轉(zhuǎn)移的硬環(huán)境;三是從加強(qiáng)資源開發(fā)管理、統(tǒng)籌農(nóng)牧區(qū)人口轉(zhuǎn)移和農(nóng)牧區(qū)發(fā)展角度,切實(shí)加強(qiáng)農(nóng)牧區(qū)人口轉(zhuǎn)移管理;四是重點(diǎn)細(xì)化完善就業(yè)、住房、社會(huì)保險(xiǎn)等公共服務(wù)環(huán)節(jié),健全農(nóng)牧區(qū)人口轉(zhuǎn)移政策措施;五是進(jìn)一步建立健全農(nóng)牧區(qū)人口轉(zhuǎn)移機(jī)制體制,提升對(duì)轉(zhuǎn)移農(nóng)牧區(qū)人口的公共管理水平。
[Abstract]:In recent years, on the basis of strengthening public management and public service, Ordos city has made great efforts to transfer the population of agricultural and pastoral areas in order to meet the requirements of industrialization, urbanization and modernization of agriculture and animal husbandry. Ordos has its own advantages, such as strong economic strength, high level of urbanization, small population base in agricultural and pastoral areas and rapid development of secondary and tertiary industries. On the one hand, it actively develops modern agriculture and animal husbandry to improve the level of agricultural and animal husbandry productivity. Promoting the liberation of a large number of rural and pastoral population from the land and moving to towns and secondary and tertiary industries; on the other hand, continuously improving the public service system after the population transfer in agricultural and pastoral areas, forming employment, education, old-age care, medical care, housing, Living allowance and other perfect social security system. On the basis of promoting the income level, living standard and security level of farmers and herdsmen, they have also objectively increased the per capita share of agricultural and animal husbandry resources, pushed backward the development of agricultural and pastoral areas and agriculture and animal husbandry, and at the same time promoted industrialization. The pace of urbanization was further accelerated. Population transfer in agricultural and pastoral areas is a systematic social project, and its public management is extremely extensive and profound. At present, although the population transfer of agricultural and pastoral areas is brought into the field of public administration and public service in Ordos City, the connotation and extension of its transfer environment, policy system, mechanism and system are still not fully understood and grasped. Such deep-seated problems as the shortage of urban capacity, the limited employment positions, the low level of social security, the lack of a complete set of follow-up guidance and services, and the inadequate utilization and management of resources after transfer have not yet been included in the agenda. It is urgent for the government to further broaden the scope of public management of population transfer in agricultural and pastoral areas, expand the field of public services for population transfer in agricultural and pastoral areas, further complement and perfect the public policy system, enhance effective public services, and promote a solid and orderly population in agricultural and pastoral areas. Stable transfer to promote coordinated development of urban and rural areas. In view of the above deficiencies, the article puts forward the following specific countermeasures and suggestions: first, the government and related departments should put the population transfer of agricultural and pastoral areas in a more important and urgent position; second, it should focus on the development of the secondary and tertiary industries of cities and towns, and improve the urban environment, To reduce the cost of living in cities and towns, and optimize the hard environment of population transfer in agricultural and pastoral areas, the third is to strengthen the management of population transfer in agricultural and pastoral areas from the perspective of strengthening the management of resource development and overall planning of population transfer and development in agricultural and pastoral areas; Fourth, focus on refining and perfecting public services such as employment, housing, social insurance, and other public service links, and improve policies and measures for population transfer in agricultural and pastoral areas; fifth, further establish and improve the system of population transfer mechanisms in agricultural and pastoral areas.
