【摘要】：2016年1月1日,河北省正式出臺(tái)“全面二孩”政策,厘清“全面二孩”政策對(duì)我省養(yǎng)老保險(xiǎn)及醫(yī)療保險(xiǎn)的影響,是進(jìn)一步完善河北省社會(huì)保障制度建設(shè)的關(guān)鍵。近年來(lái),我省人口老齡化現(xiàn)象加劇,出生率與人口增長(zhǎng)率不斷下降,政府面臨巨額的養(yǎng)老金空洞、勞動(dòng)適齡人口減少等諸多亟待解決的問(wèn)題�！叭娑ⅰ闭吲c我省社會(huì)保障制度相輔相成,“全面二孩”政策的實(shí)施可以促進(jìn)養(yǎng)老保險(xiǎn)與醫(yī)療保險(xiǎn)的不斷完善,而完善的養(yǎng)老保險(xiǎn)與醫(yī)療保險(xiǎn)制度是保證“全面二孩”政策落地并發(fā)揮其實(shí)效的最堅(jiān)實(shí)防線。論文在河北省省情、人口與生育政策的發(fā)展現(xiàn)狀以及社會(huì)保障制度狀況的基礎(chǔ)上展開(kāi)研究。首先采用同批人變化率法預(yù)測(cè)河北省在實(shí)行“全面二孩”政策后未來(lái)50年內(nèi)人口增量的變化情況,為彌補(bǔ)預(yù)測(cè)方法的不足,進(jìn)而采用實(shí)地調(diào)研法與調(diào)查問(wèn)卷法作為補(bǔ)充,調(diào)查了我省潛在育齡男性、女性與現(xiàn)育齡家庭對(duì)于生育二孩的意愿,梳理了影響了生育二孩的諸多因素,大多集中在社會(huì)保障制度方面;以此為基礎(chǔ),分析了河北省生育意愿、生育行為與生育水平三者之間的關(guān)系,從理論上論述了河北省實(shí)施“全面二孩”政策后,我省養(yǎng)老保險(xiǎn)與醫(yī)療保險(xiǎn)制度預(yù)期取得的成效,最后提出了使我省“全面二孩”政策順利實(shí)施,在完善養(yǎng)老保險(xiǎn)和醫(yī)療保險(xiǎn)方面的對(duì)策建議。預(yù)測(cè)和調(diào)研的結(jié)果顯示,“全面二孩”政策對(duì)于我省養(yǎng)老保險(xiǎn)及醫(yī)療保險(xiǎn)的建設(shè)與完善大有裨益,它對(duì)于緩解我省人口老齡化現(xiàn)狀、平衡養(yǎng)老保險(xiǎn)支付水平、提高我省醫(yī)療保險(xiǎn)基金的收支水平、提供充足的勞動(dòng)力與延續(xù)河北省“人口紅利”期都有較為深遠(yuǎn)的影響,但一項(xiàng)政策的出臺(tái)涉及多方利益鏈之間的博弈,它的發(fā)展并不會(huì)一帆風(fēng)順,其間必定會(huì)遇到諸多阻礙。文章的核心觀點(diǎn)正是為了解決“全面二孩”政策的實(shí)施與我省養(yǎng)老保險(xiǎn)及醫(yī)療保險(xiǎn)相互掣肘的障礙,找到化解的對(duì)策,使“全面二孩”政策真正發(fā)揮出應(yīng)有的效用。
[Abstract]:On January 1, 2016, Hebei Province formally introduced the "comprehensive two-child" policy to clarify the impact of the "all-around two-child" policy on pension insurance and medical insurance in Hebei Province, which is the key to further improving the construction of social security system in Hebei Province.In recent years, the aging of the population in our province has intensified, the birth rate and population growth rate have been declining, the government is faced with a huge pension hole, the number of working-age population decreases and many other problems need to be solved.The "comprehensive two-child" policy and the social security system of our province complement each other. The implementation of the "all-around two-child" policy can promote the continuous improvement of old-age insurance and medical insurance.The perfect old-age insurance and medical insurance system is the most solid line of defense to ensure the "two-child" policy to reach the ground and give full play to its effectiveness.Based on the situation of Hebei Province, the current situation of population and fertility policy and the social security system.In order to make up for the deficiency of the forecasting method, the change rate method of the same group of people is used to forecast the change of population increment in the next 50 years after the implementation of the "comprehensive two-child" policy in Hebei Province, and then the field investigation method and the questionnaire method are used as a supplement.This paper investigates the willingness of men of potential childbearing age, women and families of present childbearing age to have a second child in our province, combs many factors that affect the birth of a second child, mostly concentrated in the aspect of social security system, and analyzes the desire to have a child in Hebei Province on this basis.The relationship between fertility behavior and fertility level. This paper theoretically discusses the expected results of pension insurance and medical insurance system in Hebei Province after the implementation of the "comprehensive two-child" policy.Finally, the author puts forward some suggestions on how to carry out the policy of "all-around two-child" in our province and how to perfect the old-age insurance and medical insurance.The results of prediction and investigation show that the policy of "comprehensive two-child" is of great benefit to the construction and improvement of pension insurance and medical insurance in our province. It can alleviate the current situation of aging population in our province and balance the payment level of old-age insurance.To improve the income and expenditure level of medical insurance fund in our province, to provide sufficient labor force and to extend the period of population dividend in Hebei Province both have far-reaching effects. However, the introduction of a policy involves the game between multiple benefit chains.Its development will not be smooth, in the meantime will encounter many obstacles.The core point of view of this paper is to solve the obstacles of the implementation of the "all-around two-child" policy and the mutual restriction between endowment insurance and medical insurance in our province, and to find the countermeasures to resolve the problem, so that the "all-around two-child" policy can really play its due role.
