【摘要】：社會(huì)保障制度是我國(guó)社會(huì)發(fā)展的安全網(wǎng)和穩(wěn)定器,而養(yǎng)老保險(xiǎn)又是社會(huì)保障制度的核心組成部分,其發(fā)展和變革關(guān)系著我國(guó)經(jīng)濟(jì)的進(jìn)步、社會(huì)的穩(wěn)定、公平的實(shí)現(xiàn)以及全體國(guó)民的最根本利益。 隨著人口老齡化在全球范圍內(nèi)蔓延,世界各國(guó)都積極探索養(yǎng)老保險(xiǎn)的改革方向。作為世界人口大國(guó),我國(guó)人口老齡化呈現(xiàn)基數(shù)大、發(fā)展速度快、與經(jīng)濟(jì)發(fā)展不同步等特點(diǎn)。面對(duì)老齡化壓力,文章從養(yǎng)老保險(xiǎn)基本理論入手,通過對(duì)我國(guó)養(yǎng)老保險(xiǎn)發(fā)展歷程的梳理,分析制度與人口老齡化、我國(guó)社會(huì)轉(zhuǎn)型之間的關(guān)系,凸顯養(yǎng)老保險(xiǎn)制度發(fā)展與完善的必要性。 作為我國(guó)社�；鶎庸ぷ魅藛T,作者以自己工作生活的深圳這座改革開放的前沿城市為研究對(duì)象,通過對(duì)深圳養(yǎng)老保險(xiǎn)制度產(chǎn)生、發(fā)展情況的介紹,總結(jié)近年來取得的成就。并以新舊養(yǎng)老保險(xiǎn)制度的對(duì)比作為切入點(diǎn),探究改版后的深圳養(yǎng)老保險(xiǎn)制度存在的問題并提出完善制度的新對(duì)策,以期增強(qiáng)其抵御人口老齡化風(fēng)險(xiǎn)的能力、發(fā)揮其促進(jìn)我國(guó)社會(huì)轉(zhuǎn)型順利實(shí)現(xiàn)、維護(hù)社會(huì)安定與和諧的作用。
[Abstract]:The social security system is the safety net and stabilizer of our country's social development, and the old-age insurance is the core component of the social security system. Its development and reform are related to the economic progress and the social stability of our country.The realization of fairness and the fundamental interests of the whole nation.With the aging of the population spreading around the world, countries all over the world are actively exploring the reform direction of pension insurance.As a large country with large population, China's aging population presents the characteristics of large base, rapid development and out of step with economic development.In the face of the pressure of aging, the article starts with the basic theory of endowment insurance, analyzes the relationship between the system and the aging population, the social transformation of our country through combing the development course of our country's endowment insurance.The necessity of the development and perfection of endowment insurance system is highlighted.As the basic social security workers of our country, the author takes Shenzhen, the frontier city of reform and opening up, as the research object, summarizes the achievements made in recent years through the introduction of the birth and development of the pension insurance system in Shenzhen.With the contrast of the old and the new pension insurance system as the starting point, this paper probes into the problems existing in the revised Shenzhen old-age insurance system and puts forward new countermeasures to perfect the system, in order to enhance its ability to resist the risk of aging of the population.Play its role in promoting the smooth realization of social transformation and maintaining social stability and harmony.
